Before all the bickering started (aka. before launch) people would've migrated all over the place ( read: the pre-orders). Think of explorers, traders or just restless souls who like to travel. After the proverbial excrements hit the rotating climate control ( aka. after launch) migration halts and people are stuck in the place they're born in.
It's a bonus for the people who took a chance and pre-ordered what could have been a big sour lemon. Which it isn't imho.
So suck it up, roll a khajiit and go annoy some of those snotty elves.
