Grithok is correct. These items can be found from sources that are not hireling bags. If they were only available from those bags, that would be even worse design.
This is the second time in two days where someone from ZOS has tried to comment on the way a game mechanic works only to be quite wrong in their explanation. It's a little sad when the company doesn't even know how their game works.

They are useless though. You see where someone said they had tons of pepper?
If you get pepper and salt, you can make veteran 5 purple food. I got 48 on me from guild mates sending me pepper. These are currently able to be found anywhere.
Or you can get hirelings, log in every 12 hours for your bags, and hope to god a tomatoe is in there so you can build something with the same stats but requires tomatoes.

Considering the absolutely abysmal drop rate, I doubt anyone knows off-hand what they were getting them from. I've definitely been buying oats and tomatoes from people who don't have the hireling and have looted some myself, I just have no idea where.
And to be blunt, I doubt anyone who does know would even want to report it because having them hireling only is deeply stupid. Having a consumable item be only able to be acquired through a daily drop which is on a side-note broken because it isn't 24 based but log-in based is really the pinnacle of bad design.

The hirelings' chests reveal mats appropriate for the profession level of the player opening them. Now that we can't send ourselves mail, multiboxing purely for hirelings got nerfed pretty quick. I don't know anyone (at least not anymore) who gleefully prides themselves on their hireling army -- they find good farming spots and refine the crap out of them for yummy blues/purps/yellows.

By golly you are right. I'm totally exploiting the .01% chance drop that some crates has to drop a tomato. Because that's repeatable and easily exploitable.
