Nope. I'm still missing 4 to complete the set on my tailor, and 5 to complete them on my blacksmith. I have the first 9 on both, and the Imperial on the tailor, but still have to acquire the rest.

Yup. From what I understand, it's not possible to max everything with the available skill points, so I use an alt for blacksmithing. May or may not be accurate, but given the ridiculously high cost of respecs, I decided to play it safe.
It is quite possible to max out alot if you collect them skyshards, do public dungeon group challenges, participate in pvp and do all of the story quests for all 3 alliances. you can max out all class skills, guilds, crafting and several weapon line skills. there is a big stash of skillpoints there.
Don't neglect to think of the future. New skill trees, new guilds and new crafting profs will pop up. Investing your main or secondary character in all crafting professions seems like a poor idea when you have access to 8 characters.
The question is: are you willing to respec your crafting skills in the future to put those points in new combat skills?
Yes there will be new skyshards, new skill point quests and etc, but there is no way to be sure they'll be equal to the amount of new trees that will open up. As it stands, only enchanting gives achievements, so there is no real reason to raise all of them on a single character.

The motifs from Imperial on up are all located in higher level zones, however. You won't see them showing up in Daggerfall, etc.. by opening chests and such.
