Dye stamps can be used by any player. If you are not a subscriber to ESO+ stamps are a way to dye a costume.
Becasue they needed some sort of cheap filler to pad out several spots at the lower tier of things...plus they need some way to make sure people can access those exlusive dyes..

This is a part of it. It's a filler item and more importantly it has a value in the store. Dye stamps are typically 75 crowns. When you get one in a crate, ZOS can say you got an item worth 75 gems. This statement can be used even if they sell exactly zero dye stamps through the store. They are able to say that the contents of your crate are worth X amount. They create an item. They create a price. They put it in the crates and they get to say that your rewards are worth a certain amount based on that.
the better question is why are past login rewards in crown crates

Not gonna lie, I was a little disappointed to learn that particular shady practice of ZOS'. Dye stamps should be reversible, but they aren't.

Dyes are used to dye costumes. You can dye costumes without ESO+. You cannot dye motifs without ESO+. Costumes and motifs are 2 different features.
Some of the dyes are unobtainable in game and only come from the dye stamps.
