so on the pts a change to the continuous attack passive (the one you unlock the same time as vigor) now includes this....
so it seems they did not ignore the anger at the vigor/rapids switch and while this dos not change the movement of such the difference in speed of your basic mount (ie non upgraded) is huge makes your horse feel more like a horse and less like a donkey.
And before anyone asks at all times means IN PVE AREAS AND PVP BASICALLY ANYWHERE YOU CAN MOUNT.

But this skill buffs your whole group, which can be handy -- in PvP in particular.
Rapids definitely loses its status as a "must-have" skill for riding anywhere fast (praise the Divines!), but it's not quite a useless skill yet!

Currently my character is stuck with Rapids taking valuable slot in Cyrodiil. Bonus - I sometimes cast it during combat, cause I forget that I don't have my usual combat ability there, thus wasting lot of stamina (and looking like a clueless noob to enemy player

Does the major expedition from rapids do anything for a maxed out mount if your character is NOT at the speed cap? Or is major gallop and 60 horse all you need to be a the mount speed cap.
Follow up? Do the 60 pts into horse speed translate into 60% in terms of speed? So if I have a maxed mount (60) and sprint on said mount (40), am I exactly at 200% (the non mounted speed cap)? It feels like this is the case, but would love it if someone knew for sure.
And by that logic, if I have a horse with 20 pts into speed, would casting rapids put you at the speed cap? 20 from horse, 40 from sprint, 40 from major expedition, plus you would have major gallop (either from the skill or passive).
