For a consumable? In an online service? They aren't going to start refunding people their XP scrolls every time the curve gets tweaked, any more than they will offer refunds for players that race-changed to Redguard or paid to make their characters vampires when both of those were meta.Some players have spent real world money on XP scrolls. Now, suddenly, the value of their purchased has been diminished or outright negated. "Stolen" is perhaps an entirely fair word for that, and I wonder if ZoS is getting into a legal grey area here because they sell progression in their cash shop.

Yes you got it, after update everyone should stay as "valuable" as he was before it. In case 1:1 your "value" will reduce due to increasing of cap and decreasing "value" of 1 CP.
Just be glad you were able to earn XP above the cap... at whatever reduced rate... and now you can use those with the changes..

Yes. you cant really go horiz much in current cp system. Which to me was one major drawback.
And is the big exciting feature of the new one.

You are severly overestimating the exp reward of quests.
The standard quest reward at CP level is 7485XP. There are about 2100 quests in the game, so you get roughly 15 718 500 XP.
Discovering+finishing locations is about the same, so add 15M more.
That gets you to where? Like CP300?
I remember seeing somewhere on the forum that someone complained that finishing the whole storyline of an alliance wasn't enough for a single CP at 2k+ level.
Also, these are actually still available for you, by starting a fresh character. Rediscovering those long forgotten quests might even be fun.
Also also, new sources of quest XP gets added every year.
But yeah, the majority of XP actually comes from repeatable content, dailies, writs, combat, none of which are unavailable to you.

And the increased curve is already more than enough to help new players catch up WAY faster than under the current system.
And other quests have a 0.1 multiplier.main questlines have a 2.25 multiplier. which is why they are good source. don't remember what first wb kill, delve/dungeon clear multiplicator is.
I only have a single character that did every quest. And I'm still somehow 1230Cp with 5k hours, pretty much 0 grinding. Just doing whatever felt fun at the time.but its quite a bit more than successive kills/clears afaik.
