If it is true that they aren't doing this, I don't understand what the rationale is.
There are a few things I'm nervous about with the new CP system, and how they plan to treat XP progression is definitely one of them. Effectively erasing XP players have legitimately earned is not cool. Especially since there are XP boosters in the cash shop and that makes it quite literal stealing from anyone who used these.

yes but they stated for years that after 810cp it was costing quadruple to level up... i want real xp earned = real champions points in the new system...
example if i have 1010cp, 200 over the base that i pay 4x higher to get... i shoud get 810+800 = 1610cp in the new system
otherwise it will just be a kick in the ... for people that have been grinding for years the hard way, and a real give away for new players it would feel like a perfected maelstrom weapons screw all over again

Nope they arent, it will be very fast until 1200 cp then its like quadruple more for each cp. So everyone will be around 1200-1500 cp in the entire server

Not everyone, just the people who dont grind like they are trying to get a raise at their job.
I feel bad for the PVP crowd, they have zero level playing field now. No way to have the mits and DPS and Healing capped out now. High CP will rule the field, with grinding being a very slow catch up mechanic.

Is penalty still 1.5 post 1020?
Will have to plug it into a stylesheet and compare to old one to see how many cps is the difference.

With a change to the "soft cap" of 1020 in the formula. It is a reduction of XP needed to get to the same level of about 20-30% across the board.
That's a fairly hefty nerf on it's own.
(If it's supposed to be 1200 instead of 1020, it's a 44% nerf to reach the soft cap)
Just changing the soft cap results in a change of 1/3 to 1/2 in the amount of TOTAL XP that you need to get.
Also, 1020 may have been picked because that's where we'd be if hadn't paused CP gain by 30 each patch? Or at least close to there.

This is concerning, and probably intentional. We will know for certain it is intentional if it launches this way.
Potentially more concerning will be how expansions to the CP constellations play into this issue. If they keep adding constellations as suggested, the need for more and more CP may only intensify. Which also is perhaps very intentional - MMOs are designed to be addictive and to trap players in gameplay loops or "grind" as it is sometimes called. One of ESO's strengths is that it has NOT been excessive on that front; what we may be seeing is a reversing of that. That'll have some pretty significant implications for the game. Hmm.
