Yes, but that was a chapter update. (This is a dungeon DLC and base game patch)

✭Pretty sure they did away with the NDAs with Elsweyr and since have gone on to trust the community to not spoil story line threads when testing new content. It has worked fine thus far as the PTS is open to everyone.
The only memorable incident was when patch notes leaked early from a source leading to wild angry speculation of the player base. That unique situation was dealt with.1 -

ZOS shut down the PTS for a week, and it was a very short list of people who had access to it during that window. It replaced their annual Influencer testing event, and their press events earlier in the month.
Before that, yeah, Summerset. I think Elsweyr was just lobbed up onto the PTS.0 -

What used to happen was there was a press event in about March and you got to play the chapter for just an hour at that event. No access after that.
There was an NDA for about a month from that point on until media day when the embargo it was lifted and all the media reports came out.
Then it was probably on PTS a few weeks later and on PTS there was no NDA.
it is generally considered good manners though not to spoil the story.
