As such thinking of other solutions is a much better use of time. As I suggested before, a timeout after one mudball of maybe 10-30 seconds time would be a much better solution to bring forwards. They can keep pelting mudballs all they want but cannot keep hitting the same target over and over and over.

The best solution would be a time-out on a target from receiving another mudball. It should be obvious Zos would not give us the ability to completely opt-out of mudballs as it would make the moment obsolete and pointless.
I have never seen the Mystery Meat be an issue. It requires the player to interact with it for anything to happen. Simply move on.
Edit: Heck, I rarely get hit by the mudball outside of the jester event.
You probably haven't gotten pranked with it then. I know quite a few people during every Jester's Festival will throw the mystery meat on interactables, including in dungeons like the pinion in WGT (it was even worse when they'd just cake it and you couldn't interact with the pinion at all). You're right that it requires the player to interact with it for anything to happen, but you can cause people to unintentionally click it on interactables. That isn't something that's new and it's been in the game for years. It happens.
That being said, there's nothing wrong with the option.

If ZoS starts getting a lot of reports of harassment related to this they just may consider the idea of a toggle. And how would a toggle render this memento useless if few would toggle it off?

That would seem to be if since it has been in the game for several years now and it has clearly not been a huge issue. I expect a timeout is a significantly more likely option as it makes more sense than rendering the moment virtually useless.

As long as it still looked to you like the action happened or item was there, then whats the difference?

So you are suggesting that everyone else sees your characters get hit by a mudball, act like they are up[set they are covered in mud, but you do not see any of that?
If that is the question being posed, I am not aware of anything in the game where everyone sees our character act out a move, but we just see them doing whatever they were doing. Yes, there are actions we take that no one sees those actions, they just see us standing there, but that does not fit this situation. Besides, it is the opposite, we see inaction, and the issue si our characters are actually doing something. At least I do not normally just stand there all day. In other words, it would likely require more coding than it does to have us appear to just stand there or access a chest that spawns out of nowhere.
Regardless, it has not seemed to be a hotbed issue. Even in this rare thread on the topic, it is the same small group of people wanting change. Maybe that is enough to have Zos start thinking of some change that would not render the moment useless. Time will tell us if that is the case.

IMO that is simply not feasible. There are people out there who will file a report as soon as the first mudball is thrown and Zos is going to have to look at each individual report to see which ones are/are not legitimate. Not sure that Zos has the man power to enforce this when Zos already has enough on their plate in terms of trying to produce content and trying to fix the performance issues with this game.
Sure, it might be annoying to get hit with a mudball but its not the end of the world. If you don't want to be disturbed, you can go to your house, a guild house, or just change instances. Its really not that big of a deal and I honestly think people make it out to be a much bigger issue than what it is. Your playing an MMO after all and your interacting with other players in a huge world. Not EVERY interaction is going to be a great one, but if it gets to be too much for you, you just move on, change instances, etc.

I am NOT going to let another player run me off. I will play where I want when I want. And if ZoS doesn't have the manpower to investigate all the reports they are getting then a toggle makes even more sense. Just the fact that there are a lot of reports shows there is a problem that needs addressed.
I don't know why you're suddenly stating it's a "fact" that there's a lot of reports of griefing with mudballs, because they absolutely did not say there were a lot of reports? They were saying their WOULD be because people would report at the first sign of mudball.
