This is exactly what I said is happening... justifying the questionable action. What you consider "silly shenigans" can be very irritating to someone else. And why are you engaging a stranger in your activity anyway? In any case, my original point was, where does it stop?
It stops when the action stops. If someone tells you to knock it off, then knock it off.
I'm not justifying a questionable action at all, I am flat out stating that what you find as irritating, probably isn't meant to be irritating in the first place. I myself have thrown a few mudballs at complete strangers, not to annoy or harass them, but to be silly and playful. I guess I shouldn't be surprised, but I do actually find it truly surprising that some ppl get that upset by it. And I don't think I need to make a compelling argument that someone tossing a few mudballs around isn't in fact purposefully trying to annoy ppl, I would think the community at large accepts it as just that, a playful memento not meant to annoy or harass, but to be silly with. I understand it can be irritating to the few, but thats where my saying its your choice what you do with what the world presents you becomes important.
And you misunderstood my statement, when I asked where does it stop, I meant what is the point where ppl finally calm down and just exist without getting uppety about every little thing they can? Only after we have bled the life out of everything that can be fun, because a few ppl get upset by it? If you tell someone to stop, they should, if they persist, then you can call it harassment, if it is indeed pointedly directed at you. But you cant make the blanket statement that anyone who uses these mementos is a harasser, a malcontent, meant to annoy everyone around them, because thats just not true.
And why are ppl engaging strangers in an activity? I dunno, maybe cuz its an MMO? I mean seriously, its a memento designed entirely for interacting with other players, there is no rule book that says you can only use it on ppl you know lol.

Howdy Guyle, I do not disagree with you, but I would point out that if I am annoyed by the antics of someone just trying to have fun (an excuse I have seen IRL, "We were just having a bit of fun") then I should be able to change a setting so that the annoying behavior is not displayed on my screen... you can still toss all the muballs at me you wish, I will just not see the effect of that action... I will not be affected by the effects, my game would be more enjoyable without diminishing your enjoyment... just like your choices should not diminish my play, my choices should not diminish yours...

MMO is a game many people are playing at once. You are not required to interact with all of them just because they are playing the same game you are.
Think of it this way. Let's say you got a new paint ball gun in real life. You wouldn't go around shooting strangers with it. Not if you are smart, anyway. You would group up with friends and enjoy the activity with people you know.
There is a real person behind every character. Think about that before you force your idea of fun on someone you know nothing about.
there are plenty of things that annoy me too, I just dont think they are worth being brought up in the shadow of the gargantuan issues that already plague the game. Consider me the guy at the protest holding up the sign saying, NO! Fix the important stuff!

It is annoying enough during the festival when people are working on event quests/achievements. It is annoying enough to be harassment when it is done continuously at a crafting or outfit station.
You actually can keep moving and doing whatever you were doing while your character does said animation it doesn't prevent movement.

Quality of life changes are especially important when the game isn't performing as well as it should.
Yeah there is a person behind it, but you don't know that they're going to be upset about it
you can WALK AWAY from them. Port somewhere else, whatever.

Uh, you've spent too long in quarantine if you think that shooting someone irl is the same thing or even anywhere near comparable to having pixels on your screen toss pixels towards pixels on another persons screen and assume they're going to get upset about it. Yeah there is a person behind it, but you don't know that they're going to be upset about it #1 and again, you can WALK AWAY from them. Port somewhere else, whatever. People are many things, mind readers and going to comply 100% off the bat with how you want to be treated based on the mood you're in, they are not.

I had someone throw a mudball at me in Summerset actually on two occasions so I threw one back soon we got into a mudball throwing competition until they conceded and I was all \o/
One of them also didn't have don't harm innocents on so I was able to hide behind guards and watch them chase the person after the mudball hit said guard...fun times.
