Is ZOS trying to remove skill from the game with procsets?

First they buffed all the procsets available on the live server. Then they introduce a bunch of absurd proc sets that are just as cancerous. On PTS there are people wearing 3 procsets spamming crit rush and you can't do anything because the heals are nonexistent. Is this what ZOS's vision of ESO PvP is? I thought we went over this years ago when procsets used to dominate? THIS IS NOT HOW YOU MAKE PVP GREAT ZOS. Please tone down the procs or PvP will relapse into its unhealthy state.

    But @StaticWave how else does a lower skilled player who wants to ignore learning the game compete with someone better than them? Your logic makes no sense.

    The servers are bad, your skills not fireing etc so at least proc sets do some fighting for you. Also it helps zerglings to have a chance.

    I was trying to be sarcastic.

    But I do believe their goal is the same as for pve, to lower the ceiling and raise the floor. Pvp skill creep is huge. With proc sets the less skilled have better chances. So it can be healthy for the game if more people wanna participate.

    It’s the Netflix and chill generation. If a players attention span is split between 2-3 monitors why should they have to work for damage when they can get a 20k DoT baked into the ultimate/gap closer just by putting on some scuffed five piece? Zeni is just making this game as easy as they can because they’re clueless about how to actually help new players.

    It's another proc meta, they come and are annoying and eventually go. Just like tank metas.

    However, I'll never understand why they insist on swinging them so wildly every three to six months. Just caters to player fatigue, and that leads to lost revenue when people go to another game for a while.

    So percent-chance-to activate -- i.e., RNG, that by definition is out of your direct control -- you are equating that with skill?

    On the one hand I really like proc sets because they're fun and add cool flavor. On the other hand when I see their damage tooltips higher than my skills it really makes me cringe.

    Most proc chances are removed on PTS, so that proc sets fire on cooldown when dealing damage. Its not RNG based, just free damage on the sets cooldown.

    Imo it is a mistake to let gear, something that should strengthen what the player does, do the work for the player. Why play at that point?

    In 1v1 proc sets won't help newbies, they will eat dirt no matter what. What will be different is 1vX. Currently when you play solo against newbies they most of the time TRY to deal damage, with new proc sets 2-3 stacked procs will actually do the work, unless you are Templar or NB.

    For other classes I have one pro tip if zos will refuse to nerf those sets, especially for stamina players who can controll better usage of magicka skills, back bar this set:

    Wyrd Tree's Blessing
    (2 items) Adds 129 Magicka Recovery
    (3 items) Adds 129 Spell Damage
    (4 items) Adds 129 Magicka Recovery
    (5 items) Casting a Magicka ability, you remove all negative effects from yourself. This effect can occur once every 15 seconds.

    You will be able to disable most of those new procs, except of Way of the fire, Shadow of the Red Mountain and Plague Slinger. First one will require good movement, second one can't be countered, the last one, stepping out of its area will do the trick, though with almost 90% uptime this set will make melee fights very difficult.

    — They always claim they’re “investigating” the causes, but in reality they’re just waiting until the PC EU players go to bed. Once that happens, you can suddenly log in again and they happily mark the issue as Fixed.
