many of us would like to explore cyro.
No one is stopping you from exploring the boring PvE stuff in Cyro.
Despite what people here in the forums are telling you there aren't dozens of gankers waiting at every quest, skyshard or fishing spot.
You can do all that stuff for hours, sometimes even days, without meeting another player.

there are 4 zones. 3 different configurations plus one for under lev 50.

You dont see us PvP players complaining we have to do your boring dungeons 20 plus times to get our PvP gear because we understand its part of the game.

no one says you must do vet content? i dont recall one event that requires vet content.

PvPers are determined to destroy their own game. A PvE version of Cyrodiil would be at least useful.
PvP should get it own server so all these people can be isolated there.

As for PvE instance only Cyrodiil, it's really not needed. As someone who was very much opposed to PvP when I started, I've got multiple characters who have all the skyshards, including the ones behind enemy gates, all delves, all town quests, all dolmens, etc. I very rarely run into people when I am doing delves/skyshards and even when I do, usually they're nice. I ran into a Praetorian in a delve, thought I was about to be rekt, but they were content to have us both get our skyshards or boss kills while using single target abilities and let each other go on our merry way. It's rare to run into someone in a delve that's ganking outside of events.

How do you do AP boosting in PvE zones where there's no AP to be boosted?
PvP systems should be completely disabled. They can't police the literally hundreds of millions of illicitly earned AP so they should just remove AP altogether.
Making Cyrodiil PvE would at least stop all that currency that probably ends up being converted to gold and used in RMT somehow.

You don't have to bring it anywhere else, it's already there. PvErs use exploits all the time.
The only difference is that they don't report it as often because in PvE the players are usually not on the receiving end of it.
You forget the griefing that also goes on like people mudballing roleplayers for hours or bringing raid poisons out of a raid to kill people.
Bringing PvP everywhere else would not just give people more tools to grief and exploit but bring in a community that enjoys griefing and exploiting.
ZOS doesn't say anything probably because they can't police all of it. It'll be even more hopelessly unmanageable if PvP spreads outside of Cyrodiil and the IC.

Get some invisibility potions. Be prepared to use stealth. The tools that gankers use are actually your best defence.
"Questing" in Cyrodiil has never been easier as now all armour has critical resistance. Like, I am actually swapping some pieces to Divines now for the weapon damage from Warrior.

i am not talking boring. boring is a main part of the game. it is called grind. we all have it. i am talking about apples and oranges going up against each other. the pvpers get some of your ap and have an incentive via the dailies to kill you.
They really should make a PvE only Cyrodiil, as there are many players in a pvp based Cyrodiil who do not want to be there. Who are only there for the golden vendor, PvE, skyshards, or something else. This would also solve atleast some lag, and would help create more spots for active pvpers.
Also, it would allow players to get familiar with the zone/complete the zone, before entering it for PvP purposes.
Edit: I'm not sure what grouping had to do with this though.
