ESO's engine was designed in part around large scale combat (though its kind of floundering in that area these days) and a lot of mechanics were designed for pvp that we see nowhere else (keep battles)
the threat of greymoor keep would have been very cool if it had included cyro style mechanics
imagine if the section with the keep had a more classic pvp keep to it, as well as outposts, and maybe outer structures like nik / sej /bleak
when you enter that section of black reach, its just grey host baddies everywhere, and you can temporarily capture structures just like in cyro (rams, siege, etc.)
add in dallies, achievements, a few unique interactions, etc.
I really with that those cyro siege and large scale battle mechanics were used more through out sections of the game because they are fun, AND, its would introduce people to basic siege mechanics before they go out into pvp.
imagine a noob stepping into cyro, seeing the keeps and siege and stuff and being like "oh, I know what to do!"
crazy right.
