There is no lag in Cyrodiil. It’s just the other factions exploiting.

I hadn't realised that overland pve was affected yet so thank you for sharing this. I was surprised to discover the skills not firing in delves while hunting skyshards recently, though.
Problem is that most overland players/questers will probably just ignore it and move on, writing it off as a temporary glitch. I think we really need lots of F1 bug reports every time this is experienced - would be harder to ignore, maybe, if there's an overwhelming surge of in-game bug reports about these performance issues?

I see hundreds of forum post, hundreds of people complaining about lag.... Do we still not get a statement? Just a Chapter shoved down our throats but no fix insight for this lag/stability issues?

I've seen mods respond to several forum threads, close several forum threads, but never actually address the biggest, most concerning issue...Gameplay stability and performance.
Why should we buy Graymoor if your game isn't working? 6 years, going on 7 for me and this is the worst it has ever been.

They've been updating the Improvement Plan Article with changes to the plan, as they are able to communicate them.
The last update to the article was on April 29, and it details the work they are including in Update 26 next week, as well as work scheduled further out.
Might be prudent to bookmark the article.

I don't believe anything in this plan though, each one has been worse than the actual patch before...
We'll see. They didn't make a statement about the current lag, which is new and that article doesn't cover the current lag, just old lag. This current lag is New Issues + old Issues colliding, I doubt the next chapter will fix, they'll just spin up more game servers / hardware to support the first week then drop them.
If you don't believe what they put in a series of articles on the main site why are you hoping for a statement via a different method? Would it be more believable if it was a forum post?
It would still be coming from the same people who are responsible for the current state of the game and the previous attempts to fix it.

Even AFK I feel the lag now
It's much more important to prevent people from being toxic and harassing each other than remove one of the biggest sources of frustration in the game. /s
but really, these things are handled by different teams... The people who design and release new content are not the same people who work on the core engine.
Remember when this game was brand new and cyrodiil could have over a thousand players with very little lag?
During that time, we also had dupe bugs and bots that could teleport from node to node instantly, just harvesting whole maps in minutes. I've seen this happen to so many mmos... All the stuff they do to preserve the game integrity ruins the game performance.
They need to fix the database and come up with a better solution for teleporting bots.
Or what else can they do?
Personally, I would fire just about all community managers and whoever the heck, even if firing 10 of them lets me hire just one engineer, I would squeeze every bit of my budget into engineers to fix the game's performance. Content must continue to be churned out to ensure profits but there's a LOT of wasted budget.
I'm not interested in anymore statements. Actions speak louder than words. If these problems don't get fixed soon, it's game over... man.

Don't expect much. ZOS profit is in the Crown Store and all of reasons people spend money that are unrelated to server performance.
And it's quite possible they've build an artistic beast with technical issues they can't resolve...as witnessed by recent attempts to fix it only make matters worse.

And I have a hard time resisting to take jabs here and there myself; but I wouldn't beat up our communication team. This sort of thing smells of a management decision to not dedicate resources toward it, or at least minimal; so they can push through the chapter for sales. I'd bet Gina and Jessica, as well as some of the devs; are just as frustrated as we are.
