But, most importantly, ever since a viral informative video released on Youtube and Twitch, people also figured out on their own that when you broadcast and stream your own gameplay, you can cause others around you to "lag" and experience choppy gameplay.

ZOS only actively supports streamers who intentionally avoid competitive or end-game gameplay. This might be due to the fact that this game’s flaws tend to be magnified in end-game situations but aren’t visible in beginner-player streams.
Speaking as a PvP streamer, it’s impossible for me to be streaming cyrodil PvP during primetime. BG PvP has 15 minute wait times between each BG, which leads to many viewers leaving the stream. I try to duel in between BG queues but then that means I’m going into a BG on a dueling setup rather than a support toon, which means if I don’t get some resto backbar bois on my team ima lose.
ZOS has put together a stream team and reaches out to streamers. But the streamers they reach out to tend to be people who show off how they designed their house, or people who focus on the costume system or the questing system.. all of which are designed for brand new players and which work flawlessly.
Until the end-game for PvP or PvE actually work, ZOS won’t want to support streamers who focus on those areas because you can’t stream that content without making this game’s flaws glaringly obvious to the stream viewers and people considering buying or returning to the game.

You can push buttons same as you can step out on a basketball court, but it doesn't make you worth watching.
