Yes this should be removed you cannot force people who do not want to interact with one another to do so. The object of this game is to have fun. If I am not satisfied with the group I will leave. An example of this was running Depths of Maltar last night. Pug group they decided they wanted to run the HM.
After keeping their health up at 90% the entire time they ask if I was a real healer. So I explained necromancers do not have shards and mentioned they were annoying and left. I no longer desired to be in a party with them. I didn't need the dungeon and the penalty meant nothing to me. If I wanted to return the penalty did not apply to my alts, tanks and healers.

The solution is simple, and is already in game: Don't join PuGs. Then you have complete control of who is, or isn't in your groups. Unless there's a reason you're not welcome in static groups?

Two times I queued as DPS yesterday and waited at least 10 minutes each before ready checks. Both times I got booted to login during the loading screen, both times I got kicked from group within 2 minutes, both times I got the 15 minute penalty. Penalties shouldn't be removed. People often leave as is when they get dungeon they font like or the think other players are too low cp. This would be total disaster if you could re queue immediately. I queue as a tank for quick daily random and get DLC one, then I would just re queue until I get FG1 lol. And queue would pop for me instantly but those other poor *** would have wait for new tank for 30min or leave. And that's after they already sat in queue for 30 min.
No. In fact, the timer should be increased in BGs. Ever since it got reduced to 5 min, PVEers that are just there for their Daily & looking for a carry will quit at the first sign of their team not doing well, often within the first minute or two of the match. Completely ruins the game.

Sounds like a glitch. I remember getting kicked from a group a few months ago and getting hit with a 60 minute timer.

I was always amazed at how quickly changes are made to completely unnecessary things and how really serious problems are completely ignored.
The same thing happened with a penalty for leaving the group. Once forum was abundantly covered with tears of casual players that experienced players did not want to play with. The question is, who wants to play veteran dungeon with a player who spam light attack and crystal fragment? As a result, they tried to lock us with them so that we could not go out. It is clear that registering random we should not count on an exp group. On the other hand, some players do not even have to reg veteran dungeons at all.
But we have a penalty. We will leave group anyway. We better get a penalty, because the loss of time with such players is much more than just leaving. So what are we being punished for? For saving our time?
To make it clear, me and my friends often register a group of 2 or 3 people, with good support, and a strong dd. We very rarely kick someone, we are ready to carry anyone, we explain mechanics and tactics in chat. But it is simply dishonest when you are thrown to the total newbies group to the dlc dungeon. And neither explanation nor pleas will help you move this group, you are simply locked with them.
The system of penalty must be canceled; it is in no way justifies itself.

Definitely not a glitch, a vote was had. Second time I managed to get back in before they kicked me but the vote passed right when I got back on. This sort of thing has happened to me before and it's always frustrating how much time gets wasted.
Wrongful application of penalties aren't new either.
