What I'm seeing here really does look to me like they have prepared it so they could do Bravil
So I do think we will be seeing that as a pve zone. Its hundreds of years in the past so the enterance being in another place makes perfect sense.
I do think they are going do to Bravil and Leweyiin and those will likely be part of the pve chapter they might do. Then at some point we will see Skingrad and the areas around it.
Since Lower Nibenay is bigger I expect that would be what they do for the chapter but I could be wrong.
I'm sure Zenimax has it planned out here on how to include both Bravil and Leweyiin.

But I see Bravil and Leyawiin very badly in a single card. Then they would be at the two north and south ends of the map. But we would then exclude Ato and Mir Corrup. In the end, no TES allowed us to export these two cities.
Whether Murkmire, Southern Elsweyr or the Reach, the Q4 DLC map has always had the same shape... Maybe an idea of how the Q4 2021 DLC will be.
