Eh the lack of any enforcement in game is just sad. Fact you have community going into hiding because ZoS refuses to do much is sad. But that is their problem. Sad to see ambassador even bootlicking ZoS. But hey it is like amazon Ambassador job just make them look good even if they're bad..

Why do people need to go around fixing their crappy IRL issues by ruining the game for harmless innocent bystanders enjoying their version of the game that is ROLEPLAYING . This is [snip] bonkers and totally beyond me.
ZOS should just start hiring Seers (a volunteer lesser GM, with lesser privileges) to police the game. I bet tons of people would love to do this for free.
Might as well take care of botters and cheaters too. And it would cost ZOS no extra money on payrolls.

I don't know, a bunch of prefects/secret police type people, who don't even have the excuse they are being paid, may not end well.
I think it is better to make mechanical changes to the game that make typical forms of trolling/bullying harder/impossible to do.
Like allowing people to reject emotes that are placed on them (outside certain festivals!) and limiting the number of mudballs (and similar) that one player can throw at another player, who is not on their friendslist, over a certain period of time.
Then, maybe, also in-game (paid) GMs that can appear, if a player reports someone, and then hang around until the troll/bully is scared off and have the option to take action, if they aren't.

We moved all RP into instanced RP. Never go outside due to that. Use housing if it is that bad.

Just a little history of the game in regards to what you stated here.
Well before launch, Zos courted RPers by saying they would have a means to "flag" themselves for RP. It was also mentioned the same system would be used for other interests by the focused selling point was to attract the lucrative RP player base.
This system was intended to place like-minded players in the same instance but not have a dedicated instance for any interest.
Shortly before launch, Zos balked at their own proposal. It was probably due to server load or other challenges. They said they would find other means to help the RP community but never followed through.
The point is, if they could not do it as a non-dedicated means they certainly cannot do it with the absolute dedication you are suggesting.
Not knocking the though. Just explaining the history that shows how unlikely it would be.
It would've been the greatest solution to everyone's problem with RP honestly. What a shame.

This (paid) part is quite relevant. ZOS does not really dedicate resources to ESO these days. The whole team is just about sixty people. Even if some of them indeed are GMs their time can be used much more efficiently than just standing around and performing the role of some weird scarecrow.
I think the guy who posted this just wants attention. why post a roleplayer related topic in the general discussion section when there's a roleplayer dedicated section? I think this guy is just after the attention and wants to be hated so he can keep posting about it here, las far as I've seen on ps4, there's nothing going on to disrupt rp'ers, and I have seen anyone with a problem with them. I think he wants the attention and so he's complaining about it here, and not in the roleplay section of the forums

I'm just suggesting people should be allowed to opt out of being mudballed (and similar), if they prefer and that people really have no reason, other than a negative one, to repeatedly mudball someone (over, say, 5 times an hour), who is not a friend.
If necessary, they could always expand the friendslist, a little, for people who like mudballing each other for hours.
Those are both very specific suggestions, designed to solve specific problems and give people options over what happens to them, in the game.
Therefore, they are the opposite of "arbitrary".
Maybe you could explain how exactly this would affect what you do in the game, to people who are not your friends, so I can better understand what the problem would be with either of them?
The best solution I have seen so far is for them to either move to housing, or to ask zos for an opt-in rper only version of instances. since this would require more resources which are already limited, the best option seems to be private housing areas. Theres a large player cap there, specifically for this reason. Why isnt that an acceptable solution?

Well, that wouldn't be fun. There's been a lot of times where I got into a mud ball or flower duel with another player because we both felt like acting silly while waiting for queues at the Undaunted NPCs. I always do the flowers first, just to see if I can instigate a mud ball or flower fight. This happens regularly - I get a solid 5 minute momento duel at least 4 days out of the week!
