Trolls are bigger concerns though, they hinder the flow of war. By destroying gates/bridges, stealin scrolls and hammer.

What you speak of is not against the ToS. It is perfectly acceptable for one player to have multiple accounts and be logged into all of them at the same time. As long as they are not using any hardware or software to automate the activity of any of the accounts. It can be done all on the same PC or multiple PCs.

In other words, as a raid leader, you are responsible for trying to weed out any spies from your group. The easiest means is to make sure everyone is following you unless you tell someone to stay back at a keep to watch for incoming attacks. See stragglers not moving and not turning in a quest then kick them from the group.

Given the very limited number of places around a Keep where you can place FCs, it is hardly surprising when any FC is taken down quickly. It is only a matter of some experience to know exactly where all those spots are for any Keep/Outpost on the map.

Unfortunately the only way to deal with it in game is to work with trusted allies and out the traitors in game chat where hopefully youll.get the majority to agree that it's not acceptable.
This was a big problem on xbox na until faction lock was implemented so I understand your pain op

So if all alliances have people spying and everyone knows it, does anyone really gain anything? I doubt it.
It's not difficult to read the map and anticipate the enemy factions' movements, so I don't really see the point in this.

To be clear: Jessica said having multiple accounts and playing them simultaneously was not per se against TOS (as long as both are played manually). She also said that just because you could use multiple accounts simultaneously didn’t mean exploits or other violations taking advantage of that weren’t still against TOS. It’s not blanket immunity. It would be up to ZOS to decide if using your multiple accounts to spy in Cyrodiil constituted “disruptive” behavior or anything else disallowed.
The practical problems I see are 1) good luck proving it, short of an actual admission; and 2) the best one could do is report it without any confirmation on ZOS’ position as to whether it’s allowed or not. It may be one of those things where they truly don’t care or where they only take action if someone reports it, as with inappropriate names.
