My vote goes to Sithis' Touch. It's a health set for a DPS character...so that's a major flaw already. And the 5-item bonus gives you major berserk after using the Blade of Woe -- which is contrary to the stealthy nature of the Blade of Woe to start with. This set make no sense at all.

I would probably agree, but the Way of Air set , which they based the Bosmer Hunter's Eye racial passive on, is even more worthless. Straight decon garbage. Even Sithis' Touch sells for more on traders:

Y’all are forgetting the most unneeded set in the game. Can’t recall the name but it reduces your damage taken from guards. Like, umm, ok, they kill you regardless since they are basically terminators.

I'll disagree with this, as that is actually the fourth piece bonus of an excellent five piece set. Plus, it gives thieves who aren't very good at avoiding detection a fair chance at getting away:

    https://elderscrollsonline.wiki.fextralife.com/Syvarra's+Scales+Set

Run that set with the Shadowrend monster set, which procs a Clannfear when you take damage and not only does the pet tank the guard for you while you slip away, but it procs Minor Main on him/her which further reduces his damage another 15% on top of the 20% reduction from Syvarra's.

What's the set from Maelstrom that gives you a modest damage shield if you haven't been damaged in like 30 seconds?

Then you cut it in half for PvP (which is what the set seems intended for) and its ONLY utility is to eat like 1/3 of a NB Snipe before they finish you off.

It won't help you at all in actual combat (due to the giant cooldown) and the only builds that it's designed to help (e.g. squishy casters) don't actually get enough protection to avoid dying.

    Totally useless!

I agree with Adept Rider. I mean, it says a 15 second cooldown, but when perpetually stuck in combat, the cooldown is measured in days since you can't re-mount.

Edit: they could actually turn this set into the Cyro meta if the 5-pc trait also allowed you to mount while in combat.

Truly.... if i wanted to flee comabt, my horse would be the way i'd choose to leave quickly...

    Absolutely Adept Rider

Set needs you to be mounted to proc it. You see an enemy (must kill enemy!). You try to mount (must kill enemy fast!). You are in combat and cannot mount (enemy is kicking our butt now). You run away as far as you can until there is no one in sight and you can safely mount, now that you are out of combat (you are stuck in combat and cannot mount). You run further, into an area no one could possibly be, being careful to avoid NPC and player notice (you are still stuck in combat and cannot mount). You try to change out of this stupid set, realizing it was a terrible idea and that your roleplay dreams of being a Rider of Rohan are crushed B) (you are still stuck in combat and cannot change your gear). You scream and log off.

A healers role should be changed to support! The only thing a healer should be doing is buffing the dps and keeping hots running with some burst heal for 'problem' moments in trials. Also providing 20k dps ~

Pick one set. JUST ONE. Not a top-3 or top-5, but ONE set you think is the most useless.

I would have said Oblivion but I learned there are people running this set to fill soul gems to vendor. So whether or not that is an efficient way to farm gold, it's not a useless set to some.

I always wanted this set to allow killing of city guards for a set time period after being noticed due to "berserk".

    [snip].

If that's the case, DPS should never allow the healer to be attacked, ever. I cant do my job if they aren't doing theirs.

Vampire Lord set. That set is even worse than Oblivion's Foe set, buffing only two skills by 400 spell damage. Mist Form isn't even a damaging ability unless you are dumb enough to take the morph which adds a little bit of damage. You can get the bonuses to your vampire abilities AND any other damaging magicka ability by using War Maiden which is just as easily acquired.

It may be a bit more useful with the revamp of the vamp

What are you on about? The OP wasn't asking for nerfs or anything. Just discussing what is the worst set in the game.

Back on topic, as others have said, Adept Rider no questions asked. It requires you to dismount which I don't even know if it still procs if you get knocked off. Bad damage and it comes with a cooldown for whatever reason. Sithis is the runner up of course, but it has a very small niche of Assassin RP or something and it is at least usuable albeit just overland content.

I've seen Ashen Grip mentioned a few times but honestly I've ever seen it as a starter set for new players since the traits required is 2.

if i were leveling up a tank from level 1 to cp 160 i think it would work to have it for it's 2 piece bonus for head and shoulders

    LEVEL 50 CHAMPION 160

(2 items) Adds 1206 Maximum Health
(3 items) Adds 129 Weapon Damage
(4 items) Adds 833 Weapon Critical
(5 items) When you deal direct melee damage, you have a 10% chance to breath fire to all enemies in front of you for 1544 Flame Damage. This effect can occur once every 4 seconds.

I mean aside from that it doesnt seem useful but i could make it work for the 2 piece bonus but then most anything could fit that role just as well

    Hagraven's Garden. But I'm biased.

I want to love the set, because it is the only five-piece in the game to have "Nature" effects, but I have never found a way to make it usable.
    Wishlists:

    Gameplay Wishlist:
-Winterhold [In all of its still-standing, pre-sunken, "rivaling Solitude" glory!]
    -Frost class/skill line [Wardens count!]
    -Unarmed/monk class or skill line
-Polearms/spears skill line [Aedric Spear counts, but...]
-Bound Weapons skill line [Casters should have more than sticks, yeah?]
    -More skill lines in general

    Housing Wishlist:
-Structure pieces, by the thousands! Walls, doors, stairs; everything from every racial/architectural style
-More functional furniture: doors that open/close, portals to travel throughout one home, etc
-"Lairs" or something similar: another separate, instanced space inside of a home
-NPC's: guards and bards, all day
-The Golden Vendor, but able to be placed in homes [Might help with some excess Cyrodiil traffic, maybe?]
-The Luxury Furnisher, but also able to be placed in homes [... Look, homes are huge and I'm tired of them being empty]
-Boat house [Fair Winds absolutely counts!]
    -Boat furnishings in general
    -Respec/redidication shrines
-Wayshrines [I can just port to a guildmate, I guess, but...]
    -Undaunted pledge billboards/Undaunted NPC's
    -Crafting writ billboards
-More mount/pet functionality when placed [Pathing counts!]
    -Guild bank/store access
-Ability to repair gear at home [If traveling merchants in the middle of nowhere can do it, why can't I?]
-Other, smaller, fun functionality, like farming or mini-games [Tales of Tribute absolutely counts!]

    QoL Wishlist:
-Text search boxes [Praise Tall Papa, thank you.]
-Item conversion/transmogrification [Outfit stations absolutely count!]
-Previewer/dressing room [Outfit stations absolutely count!]
-Instead of Arms Packs (or in addition to them), just sell me the blasted VFX
    -Gear loadouts [Armory system counts!]
    -Skill loadouts Armory system counts!
-Cloaks [I know you said no, but I'm not taking it off my list.]
