It is either broken (or intended ?) and does not proc from all gap closers.... And it renders this kinda useless...

It's awesome for thieves. There's some other set with a similar bonus (Night Terror, perhaps?), if you stack them you can recklessly "theive" all you want, and not get spotted other than rarely. I have a combo of these sets in a storage chest, I've used it when I'm leveling sneak on some Nightblade.

I carry 5 pc Night Mothers, 4 pc Darloc Brae, and 3 pc Night Terror on all my thieves/assassins. Double radius reduction and full movement speed while stealthed. Heists and sacraments are a breeze. A swift, quiet breeze.

Hagraven's Garden. But I'm biased.
I want to love the set, because it is the only five-piece in the game to have "Nature" effects, but I have never found a way to make it usable.

Didn't even know of Darloc Brae, haven't been playing too much the last 6 months or so. Thanks, I'll have a look at it. But yes, sets like those are very nice for leveling sneak etc. I used the two ones when I did Thieves Guild/Dark Brotherhood, makes them a breeze. I just always forgot to switch sets when I went back to Cyrodiil, and was like "Wtf is this? Perfekt gank and the *** didn't die!?".

Bosmer Hunter's Eye passive: Gain 10% Movement Speed for 6s and a bonus to Physical and Spell Penetration of 1500 for the duration after using Roll Dodge.
