No action is going to be taken against players doing this, I can guarantee that. Even Blizzard would stay "hands off" in this situation, and they tend to take action against players for things more often.
Situations like this are usually solved by a development change, that makes it impossible for the people to keep doing it, rather than punishing players.

When reporting, make sure you mouse over and tag the chat window to make sure that if someone is trying to EXPLOIT currency from you in ANYWAY shape or form it gets captured in the screenshot.

Even though it may seem like griefing, it's not. There's a valid reason for those players to kill vampires and werewolves, there's a valid reason for anyone to kill anything in the game. It's similar to other games that you're able to kill the opposing faction's NPCs.

There is no valid reason to kill a rare spawn that only spawns once a week.. The only reason people do it is to
1. be a ***
2. be a *** and then try to force people to pay an outrageous amount of gold to get some thing, that they would have otherwise been able to get for free.
I created a thread about this, and zos did agree that it was griefing, and that you can report them, and that they were looking into a fix for it.

i give you another reason: roleplaying. i will kill every DAMN ww and vampire I can find!
