Even though it may seem like griefing, it's not. There's a valid reason for those players to kill vampires and werewolves, there's a valid reason for anyone to kill anything in the game. It's similar to other games that you're able to kill the opposing faction's NPCs.

while I have been vocal in other threads about this... I would like to point out we have a reasonable right to compete for the mob that issues this quest... not a right to the quest. If other players equally needing the quest are competing for it.. they have just as much right.If a player is in some way hindering other players from progressing or accessing content that should be for everyone in the game. Is that a violation of your terms?
One of these situations are players camping and killing NPC's so that others cant become a Vampire.
And if this is a violation. Are you going to do anything about it?

OMG the players in Cyrodiil are hindering me from accessing the emperor content! ZOS DO SOMETHING!

We now have bots teleporting to harvest nodes. Bots camping bosses so it's hard to impossible to get the kill. And now also human players camping NPC's so that other players cant access content in the game.
It's not about a war or anything game related in that regard. It's about controlling content and keeping content away from others players. And charging for it with either in-game or real money. Or just for the lols.
