They are not going to put the daily in Cyrodiil. “New Life” and a warzone do not mix. And they are not going to melt these forums with “forced pvp” complaints, or Cyrodiil is “extra laggy” with the people joining just to do the daily.
They could put it in Belkarth but that is technically a Redguard area. Is the lore implying the imperials joined the DC? A better idea would be to have it at the various Cyrodiil gates like in Reapers March, etc. But I can’t think of a Cyrodiil gate in the EP area. (I could have forgotten it though.) Until such Gate gets added to the vanilla zones that idea has to be abandoned.
Imperial sewers are out because again warzone, and the starting areas are technically strongholds for the various factions not the imperials.

My personal “best” idea (and it’s not even that good) is open up the Gold Coast to everybody for the festival and have the daily in that zone. It’s not pure imperial but it’s close enough.
