Imperials being left out of the new life fun......

I've said it a few times before but the Imperials are the red headed step children of the game. A majority of them sided with Molag Bal. Which is why they are usually treated in the game as enemy forces. So I could see that being an in-game reason why they aren't in the New Life festival.
