New Life Festival - the missing celebration?

I keep wondering... how do Imperials celebrate the new life festival?

I mean... we have nine celebrations, for the nine alliance races... but... why none for the others? Imperial IS a player race after all, even if only a crown store unlockable one... I'd love to see those as optional events... a imperial festival in each cyrodil town (to better avoid PvP-woes for those who want to celebrate and not fight), or some places in the DLCs, some place in the Gold Coast might serve...

And the others. I mean, sure, they are "enemy" NPCs... but its the New Life Festival, a time when even sworn enemies may on occasion down a mug of ale together, right? I could see a Reachmen celebration in bangkorai or the rift... or maybe in wrothgar... or a Maormer party on a ship off the coast somewhere, reachable only by a rowboat off kenarthi's roost... stuff like that...

Oh, well. Maybe next year?

    To avoid making it a DLC-exclusive quest, they could have put it in Arenthia (Reaper's March), or anywhere really. I mean, it is not like they stopped celebrating it just because the Empire fell, right? And Arenthia is still a mostly Imperial town.
    Just so that everyone knows, my Altmer still can't have black hair. About a dozen of Altmer NPCs in the game have black hair. Just saying.

    Meet my characters:
    Command: Do the thing.

    Zadarri, Khajiit Fist of Thalmor: The thing was done, as commanded.
    Durza gra-Maghul, Orc blacksmith: The thing was done perfectly, in the most efficient way.
    Tegwen, Bosmer troublemaker: You can't prove I didn't do the thing.
    Sings-Many-Songs, Argonian fisher: Sure, I'll do the thing... Eventually. Maybe.
    Aerindel, Altmer stormcaller: After extensive research, I've come to the conclusion that doing the thing would be a waste of resources.
    Liliel, Dunmer pyromancer: Aerindel said I shouldn't do the thing. Something about "resources".
    Gyda Snowcaller, Nord cryomancer: I will find a way to do it that won't waste resources and make Aerindel proud of me.
    Beatrice Leoriane, Breton vampire: I persuaded someone else into doing the thing. You are welcome, dear.
    Sahima, Redguard performer: Doing the thing sounds awfully unpleasant and really not my problem.
    Ellaria Valerius, Imperial priestess: I'll pray to the Eight for the thing to be done, if it is Their will.

    According to the lore Colovians and the inhabitants of Nibenay celebrate the New Life Festival with a ritual officiated by the Order of the Hour who stops time whilst they perform a sacred dance via the /hammerlow emote.

    It is called "Stop Hammer Time."

    The Imperial Province is devastated and at war with not only three different military alliances but the Daedra as well, there's absolutely no time to hold any kind of party there.

    Colovia though? They're just fine, and they're Imperial whether they say so or not. But that is a DLC zone, and an event held there would be alienating new players that don't have access to it.

    Tricky, it would be great if they found some sort of solution. Maybe a separate instance from the actual map just for the festival.
