Like on-foot sprint, mounts will now stop sprinting when their Stamina is fully drained.

It will make travelling less desirable, so players doing overland will find it less pleasurable.
Still, with 60 stamina is not such an issue.

That said, stamina is still valuable for two other reasons: It protects you from being dismounted when attacked, and if you rapidly press the sprint key you will get big boosts of speed on your mount (but at a much higher stamina cost). Of note, only horse mounts have the endless sprint trait. Other upcoming mount types will have different special traits.
However, we’ve decreased the Stamina cost of mounted sprint and greatly increased both base Stamina and base Recovery for mounts.

OP somewhat disingenuous quoted only half of the text. Here's the rest. However, we’ve decreased the Stamina cost of mounted sprint and greatly increased both base Stamina and base Recovery for mounts.
So while yes mounts will stop sprinting after a while they will even at base be able to run for much longer than now even without training in stamina. So exactly how bad it'll be and how much effect it'll have on player experience remains to be... well, experienced.
But man gotta love people who lie for attention. And yes, lying by omission is still lying.
It was a design feature, not a bug.
But as usual, the PvE crowd has to suffer because of PvP.
I think I'll play Dragonhold to finish the storyline, then I'm out of here. ZoS really needs to sort their act out...

I actually think it is a sneak performance enhancement. It will limit the number of groups who can arrive at a keep defense or capture in time, which should lower the amount of lag and strain on the server.

Anyway for this to only effect pvp phase ?

the stamina goes back up really fast (in seconds) and the mount actually can sprint way longer before running out of stamina ...
