You can reduce chances of you being ganked and losing ur hard earned cash by investing heavily in hp. Most solo gankers prefer to avoid fat players that they can not kill quickly out of fear that friendly players come to help and kill the ganker instead.

@Taleof2Cities If we're talking skilled pvp, group of good players against another group of skilled players, then yeah it does require skills. But if we're talking IC sewers then that's camps, stealths, stuns, heals and revives, and that's just cheap tricks.
Anyone can be an IC thug. In pvp in pve it's not that easy to cheese your way to a complete victory.
@Mazbt The Imperial Retreat stones are faily rare drops in my experience. Buying them is expensive. If you don't have ready APs that you want to dump on them then you'd need to do three battlegrounds (i never checked, I'm guessing on this) beforehand. 20 minutes a piece that;s a full hour spend doing BG to get the recall stone. Now I'm going to guess that the average amount of tel vars that players who get victimised by organised ganking groups is around 5k (minus 1k initial stones)
And if you have to spend an hour doing BGs for every 4k tel vars you earn, then that's just too expensive. And the organised criminal organisations know this, that;s why they keep camping the bases. I would say that the Sigil is only effective for people who consistently have 10k or more tel vars, and that puts it outside the reach of non-hardcore IC players.
Let me re-state one thing. I don't hate IC, I don't hate tel var mechanics. But it needs to be said that there's always been a significant part of the IC playerbase who have focused purely on exploting every possible flaw in those mechanics, victimising other players and in short being a noxious growth on the IC experience.
Maybe I'm being naive here, but I'm believe that if some of these most toxic behaviours were cut short by some changes to IC then the overall gameplay there would be much less nasty and you're see more players taking part in it, which has got to be good for the game.
Done pvp a long time -do not recommend any new player goes into IC or any other player goes without a 6 man team. 100% gank squads -some are running 10. This is content for a niche group at present.

The system is ok but definitely could use some rework. Why is it fair for some ganker holding hardly any tel var able to get a lot of telvar from someone who is holding a lot

They could make a multiplier system, holding a certain amount of stones lets you earn more for killing other players

Nonsense. You group for dungeons and trials? You group for sewers and districts... The design is fine, it's players wanting to 'solo' everything that's the problem. No one solos a trial, some can solo dungeons - - with experience, knowledge and build for it. Same for pvp/ve. You group, you play, you get better, you build for it, you might at some point solo. It's not bullying to kill another player in a pvp enabled zone, it is unrealistic to assume a full divine solo setup will survive unscathed, and antisocial to choose to remain ignorant of how to play to avoid and overcome the risk.

I farmed 1.1Million TV to get the storage chest for housing. It took a while and yes I lost some but it was worth it to not have to use writ vouchers that Id rather spend on the furniture recipes and I sure wasnt going to pay crowns for them.

Nah, it is really just because I am disgusted by Generation Blizzard/WoW Insta Gratification. Everything has to be insta, without any effort and please for free. We dont need that in ESO, we dont need another "fair" and white washed Blizzard Game. I dont wanna need the patch 2014 to save the game like WoW had to do it with Classic.
All you or OP want is easy reward without any effort. Not even thinking about what happens if Telvars are in a PvE Enviroment and/or safed like AP. The price will drop, it will get botted to hell etc. But yes, you "deserve" everything easy and without any reward, because "omg Blizzard I pay 12.99 every month".

Enlighten me how your clear disgust with "everything has to be instant, without any effort" fits with the reality of almost naked gankers with close to 0 TV and nothing to lose can get fat on other peoples TV due to no mechanic in place to scale their TV gained down?
People like me want a proper mechanic in place to prevent a naked ganker with nothing to lose getting fat on a single kill due to the target carrying massive amounts of TV.
Additionally you sound like you depend on currency like TV for gold and couldn't care less about the PvP element of the currency.
...and the best are those "attitude" comments. Somehow PvE players have no issues to chase 10 vs 1 single PvP player. Players are players, the difference is that ones are prepared for PvP others are not. I've met many PvE players in very tanky builds that were simply to robust to be interested in killing them (these are the prepared ones), also many of them moved in large groups (these are the patient ones). If you think that PvPers should leave you just because you don't like PvP and you refuse to do anything to not get killed then... You will die.

Maybe we shouldn't be getting Tel Vars for player kills? For me killing another player is fun enough. I don't need Tel Vars or even AP for that. Maybe that way we would have more Tel Var farmers and maybe some of them would turn to become PvPers that we need to bolster our population. Think about it: if the PvP population becomes high enough, then maybe ZOS will finally fix lag for us.
