As tank in random dungeons, it's very fast leveling, you get experience as tank at the same time, however, I wear non-conventional sets like Heavy Hunding's Rage and I have some dps skills on my back bar to support the group. Very often you get fake dps in your random dungeon group and you need to support with some dps. For this reason I don't level with destro staff.
BG's give good xp, too.
For collecting sky shards, doing main quest for the skill points etc. I use dps skills.
I don't grind, on any character. Except a few levels at the end to level up some skill lines, but I do this on dolmen and you don't need to be specced as anything for that.

I've only had one character so far who was created and leveled to be a tank... It was back in the day of veteran levels.
I leveled him in medium armor, with 2h + 1h and shield weapons. I used 5 x Willows Path and some incomplete other set + random stamina recovery jewelry (I'm so glad we can craft jewelry nowadays!)
He still had damage appropriate for his levels and even could solo public dungeons. Nowadays he is my stamdk dd
The one who is my tank now, was leveled as magdk dd back then.
Now, if I would need to level a tank, I would simply level him as dd (I kill mobs for leveling). I leveled few little alts since Elsweyr, and I used this gear (depending on what attribute my character will have all points in, mag or stam):
5x Hundings Rage/Julianos
5x Twice-Born Star (with jewelry being 1x health and 2x mag/stam with spell/weapon damage enchants) - with Mundus stones being Mage+Apprentice/Tower+Warrior
2x Grave Stake Collector/2x Mechanical Acuity
Me and my partner play this game together, we help each other grind.
We both go to the Spellscar and grind it out there. I make a set of Training gear and pop experience scrolls. Takes about three days of on and off grinding it out. We usually take one of our DPS mains and melt things.
We level the skills we plan to use. Not the ones we won’t. That would be silly.
As a full on tank, telling myself that "patience is a virtue" and "it's not the destination it's the journey" or crap like that
My characters level as characters. When I level my characters, it is not really about leveling my characters... for lack of a better way of putting it. I'm a storyteller and roleplayer. I tell my character's stories and they happen to level as I do so... I don't set out to "level" the character. I don't power level, I don't grind levels, or any of that. I used to create crafted gear for the sub-50 levels of my characters while telling their stories, but I don't do that anymore. I just use what drops from the world or quest rewards, which makes the quest rewards and world drops a lot more fun.
Back when I leveled my "main tank" so to speak, though, I did use crafted gear while he was starting his story. I remember I used Whitestrake's Retribution as one of them, and I forget the other. Whitestrake was great for learning the tanking role especially on the class I was playing because it acted as insurance if we had a bad/lazy healer in a random group. At that time, I didn't have max CP either, so I didn't have that power boost from CP like I do now. I didn't have a problem with it. Then again, as a storyteller I'm taking my time anyway... listening to all the dialogue, adding to it with my own, that sort of thing. I didn't have to tell myself any of those silly things the OP presumes with the poll.
