I think that's because most people believe in innocent until proven guilty.
I can only comment on what I have witnessed and indeed tried myself; joining a group of players farming a boss in a public dungeon.
If you feel you have seen something different then why not record it and give to Zenimax?

Go into any low level dungeon (I'm assuming it's the same higher up too) 4-8 people with random characters for names, very obviously running a script every time the boss spawns. Grouped too.
Report them via the support interface? Seriously? This isn't about *a* single character who may or may not be botting, it's about the POLICY of dealing with bots, and the apparent absolute lack of action in tackling the issue as a whole
