Because with a 10-11k tooltip and an AoE effect with 22% reduced damage, it doesn’t follow the standardisation programme.
It’s both a strong ranged single-target spammable but with an AoE that hits harder that impulse.

at the same stats, impulse will do more damage than silver shards when there are 3+ targets.

The issue is that it isn't an AoE spammable like impulse is. It's a single target spammable that has a competitive AoE component just baked in. This is in addition to the insanely powerful fighters guild passives it activates.
Imagine if wrecking blow or flurry just started doing 75% damage to all nearby targets one day. You would compare them to impulse and say they were balanced because their AoE dps is lower, would you?

Without looking at tooltips and passives, they should have the same base ability cost, damage, range and utility (cleave aspect).
With everything considered, Force Pulse seems stronger to me.
Force Pulse
- More cleave damage, but capped at 3 enemies and tied to a condition, not sure about radius.
- 20% chance to proc Flame, 20% chance to proc Shock and 20% chance to proc Frost status effects with Destro passive included.
- Counts as 3 direct damage hits on cast, some set's synergize well with this like Mechanical Acuity.
- Synergy with passives like Ignores 10% Spell Resistance (after debuffs) and gaining 3600 magicka back if killing an enemy with this ability.
Silver Shards
- No cap on cleave damage, 5m radius.
- Silver Shards does +20% damage vs undead, daedra and werewolves.
- Silver Shards has +3% wpd when slotted.

3% increase to weapon dmg on one bar is "insanely powerful". Someone contact the military. They need this.
