At some point Bethesda and Steam tried to bring paid mods for Skyrim to Steam Workshop. One of the most notable memes that arised from that attempt was selling horse armor for 20$ or so. People went absolutely nuts about the whole thing and that program was swiftly scrapped.
So I'm pretty sure that we will not be seeing horse armor in a TES game for a long time. ZOS will not add them for free. And making people pay for it will only open some old wounds.

That's actually an impressive come back and I'm mad at myself for not coming up wiht it. But I have to give it to driosketch, I wasn't entirely aware about the whole Oblivion thing. The "young ones" and all that. But I definitely remember how bad those paid mods played out in Skyrim.
I guess nothing will save us here since people are way too happy to spend 100-150$ on a house already... But I think that if ZOS were to sell players a 30$ mount and put an extra 20$ on top for the armor it wouldn't really go well with the community. At least I can hope, huh?
