Is it a typo ? Or are all the sets updated with this new value ?
Because it seems like nothing, nobody seemed to care to ask, and there was no information at all about this possible change in the patch notes.
It is a buff to bring healing done set piece more inline with other set pieces. Read more here- https://forums.elderscrollsonline.com/en/discussion/461580/healing-done-is-broken-and-inconsistent#
It would have been way easier to know it if it appeared officially in one of the Patch Notes.
It was one of the first thing i asked when the "Official" Discords were created, buffing Healing Done to at least 4% to be more in line with the other stats since it can only be increase by the CP crits star, contrary to the other stats on sets.
If this change effectively affects all the old sets in the game, it means, theoretically, that they should also take a look at Minor/Major Mending and the Argonian passive.
Or they consider the 4% buff setting that right, 2% was too weak. No idea what would make you feel like they "should" revisit the 6% argonian healing done passive or the 8% minor mending/25% major mending.

Mending, i understand not touching it, but the Argonian passive went from the equivalent of 3 set bonuses, to 1.5 set bonuses, which make it even less appealing compared to Breton as healer and put it behind the other races in terms of "set bonuses" equivalent they used in the last update about the racial passives.

Agreed, I have healing on one bar and damage on my back bar, but couldn't get it to proc while doing any damage. Also if/when it does proc the visual effects should be different for each condition, i.e green circle for the healing (which is all I have seen) and maybe blue circle for the damage. Also does the "Mount" not actually spawn because all we could see is the growing green circle under the player?
Is there a reason I can't get it to proc when doing damage?
SAME: I kept seeing a green circle appear, not knowing if it was damage or healing... also I was expecting to see some sort of a "mount" spawn,,, like a small pony or something.

I had the opposite happen :
Soooo... I decided to test this set on magblade (/w grothdar and war maiden) and this set performs really well (maybe to well).
Cute little mount as well.
This topped my dps meter....
One question - is this set supppose to or can it trigger from HoT's? (The HoT is quite a bit longer than the effect cooldown).
I tried to proc it with the heal from Swallow Soul, but nothing.
Does the proc take our group role (dps / heal / tank) into calculation?

Regular blue food: Rabbits with vegetables and Parmesan Pork are considerably worse then Bloody Mara and Fish Bowl;
Special blue food: Ghastly eye bowl weaker then Lava foot-soup.
Epic special food: Witchmother's party punch weaker then Senche tiger single malt
Jester's food: both Candied coins and Jewels of Misrule have worse maxstat then other special food but same recovery numbers
So in some cases special food is better then regular food and in some cases worse and most funny is that Ghastly eye bowl is weaker then Lava foot-soup though they are in same category. Regular blue food weaker then Epic special equivalent but in the same time Gold (Bloody Mara) has exactly the same stats as Epic equivalent (Pickled fish bowl).
@Masel Plz can you highlight this moment to devs, after scaling food is so unconsistent like never before and I bet it's easy to fix those numbers to be in line with each other.
@ZOS_GinaBruno
I think set False God's Devotion should have "blue" glowing thing on character when we kill something rather than green because it returns magicka not stamina. It could inform player what resource he get back.

We already showed them these inconsistencies. Whether they'll do something about them this patch is another question...
