For alts you don't need nearly as many skill points. Most people only have one main that actually unlocks more or less everything.
Alts don't really need to unlock the full crafting trees, for instance. That's a lot of freed up skill points.
If you get an alt to 50 and do a DLC or two of quests plus a few dungeons, I think you should be good to go for what an alt needs

I have lots of Alts. I've had Alt-itis since Skyrim, actually.
In a roleplaying game, much of the enjoyment comes from replaying the same content...as a different character, who does things differently or who thinks differently about the questlines. I've done the same quests on my Vestige and my Silencer for two different experiences.
If that doesn't appeal to you...fine. Roleplaying doesnt appeal to everyone, even in an MMORPG.
I mean, it strikes me a little bit like using console commands to hand your level 1 Skyrim character all the dragon shouts. Fun for a bit, and great way to jump to the "good bits" that you really enjoy. But also skipping large portions of the game under the idea that "Oh, I already did that."
If ESO had legit roleplaying it would've been a decent argument. But let's be honest here, ESO is a themepark MMO. You don't really have choices in the storyline. A couple of dialogue lines, a couple of spare/kill this NPC-you-don't-care-about-and-will-never-see-again choices and that's about it. If there was a legit way to play those stories differently it would make sense but there isn't. The end result is always pretty much the same.
It's made even worse by the fact that story might feel fresh and engaging on your first character when you have minimal knowledge about game mechanics but it becomes a pure fetch errand on an alt where killing mighty bosses-that-threaten-the-whole-tamriel under 10 seconds is the norm.
And let's be honest, ESO has decent story for an MMO but not something you'd want to replay 3-4 times in one year.
I was and still am against "skyshards unlock on alts". But if we have already gone this way might as well let people skip story quests on alts too. Not like it matters that much anymore.

Telling ZOS you are willing to pay money, so that you do not have to do content on a new character, will just encourage them to add more convoluted busy body work like the Psijic skill line, in hopes of offering later a purchasable "solution" to the problem of repeat grinding.
