So how come my friend, who bought a 6 dollar key on gta, gets an elseweyr beta key, and me, who has been playing for almost 3 years, bought all expansions and has been an eso+ member for about 1,5 years now doesn't?

That's irrelevant. For the Morrowind PTS in 2017 and Summerset PTS in 2018, you didn't need to own either chapter to access it--you just needed a beta invite.
Anyway, have you actually tried to access Elsweyr on the PTS? Because if you've been playing for as long as you say you have, you probably already have access. Did you get a Summerset beta invite last year? Or a Morrowind invite the year before? If so, then you won't get an Elsweyr invite this year because you're already automatically qualified for it. The only people who are getting Elsweyr invites are players who never got Morrowind or Summerset invites--i.e., only the newer players. This appears to be the case.
I wasn't here for the Morrowind or Summerset betas (I started just after Summerset officially dropped, I think [end of August 2018]), and I got a beta invite for Elsweyr yesterday.

Not quite. You can log onto the PTS and test the base game changes in Elsweyr, but to access the new Elsweyr content on the PTS, you'll need to have gotten either an Elsweyr beta invite this year, a Summerset invite last year, or a Morrowind invite two years ago.Edited by code65536 on April 18, 2019 10:26AMNightfighters ― PC/NA and PC/EU
