    Any kind of PvP addition to the open PvE world justice system wouldn’t be fair on the players who purchased Thieves Guild and Dark Brotherhood, which are DLC’s based on the crime and the justice system, as they bought them with the express understanding that they were PvE only DLC’s. It simply would a rip off to those players if you lumped forced PvP into it. That’s why it should never happen.

    Dude do you have any idea about how much of a bonehead you'd have to be to acquire a bounty of 10,000g accidentally? Nobody NOBODY would rack up that kind of bounty just playing normally as a PVE player.as it is if you got a bounty that high the guards would come running for you from ridiculous distances and wouldn't break chase. You'd be dead anyway. How dumb do you think new players are? I mean me I think humans are generally intelligent enough to not be capable of accidentally racking up that high of a bounty without paying it off. Highest I've ever had a bounty accidentally from playing stealth content on a non stealthy character was like, 1600g.

    Open world PvP is all about ganking, nothing more, nothing less.

    There would be no one to gank. Maybe two gankers accidentally find each other but probably not. Open world not counting DLCs and Chapters is 15 zones. Cyrodiil is four instances. Most the PvP population will stay in Cyrodiil especially if all the gankers are hanging out in Deshaan playing hide and seek with each other. The novelty would wear off almost instantly and open world PvP would end quicker than it took to download the update creating it.

    Players joined a guild they would do a land grab to take a region or zone by force and when taken your guild leader became the vanarch guilds that had a vanarch got a buncha benefits. At any point another guild could declare war on them and it'd be open pvp on any members pf the two warring guilds.

    Also not to mention, in my experience, PVP players demand more content and more maps and all that but then never use them, they always go back to what they're familiar with across every single game I've ever seen. Counterstrike players have been spamming de_dust2 for 20 years now. Any time they try to add new maps and new modes to league of legends people always neglect them and keep playing summoner's rift, the only change to this was ARAM. The only time maps ever change for PVP oriented players are when the game randomly picks maps for them, otherwise it'd be 24/7 2fort, in fact there are some private servers that do just that for TF2.

    Never ever cater to PVP players you will almost always be wasting your effort. Note that IC was an entire DLC pack that mostly intended for PVP players but the real result is that more people run the 2 dungeons than actually PVP in IC. LotRO PVP players screamed for a new PVP map for years and years and years, complaining about how boring "the moors" (the Ettenmoors, their first PVP map) get after awhile, Turbine tried a few times with no launched result to make a new PVP map for them, they finally got one out about 10 years after launch and..... PVP players said it sucked and never use it, opting to keep playing in the moors instead. If you think PVE players are ungrateful for all the work you put in the game, PVP players make them look overly thankful by comparison. You've already done the thing that SHOULD be done for PVP players across every game, and that is add dueling (though you should still limit it to out of towns), and add a pure deathmatch mode battleground because that's all they ultimately want, is to just kill each other ad nauseum. You give them variety and they will always end up going back to that anyway. They don't even want objectives, just kill each other. and 1v1 duels. The sooner you learn that no matter how hard they cry for more stuff that they really don't want it they just want attention, the less effort you will waste on empty PVP maps and unused PVP features.
