The base game only allows you to have certain races per Alliance.
To gain more races, you need to buy the Adventurer Pack or the Imperial Upgrade.
Without that, you only have the base game available, which is:
Ebonheart Pact: Nord, Dunmer, Argonian
Daggerfall Covenant: Breton, Orc, Redguard
Aldmeri Dominion: Altmer, Bosmer, and Khajiit

Any race can be any class and use that class' abilities. Your characters are not "destroyed" or "unplayable", they are simply not at the top of a damage meter by virtue of simply being a certain meta choice.

Lol, whole race was re-purposed against the lore from smooth criminals to ACAB guards, and they dare to tell about tears etc.. all this situation is cashgrab and ignorance.. it's not the end of the world, but when some people tell that this is ok.. ok, next month ZOS will increase prices on crowns/ESO+/chapters, those people will be happy too.

How does it financially impact you? You don't HAVE to change your race. You yourself have said you don't care about questing, reading, lore, etc. Just grind out a new character. It takes a couple of hours to get to 50 and move on.
