Those flaps that everyone complains about are actually on real armor.
No. There are reinforcements on real armour but that's not what we have in ESO. In ESO, not only do we have those things floating somewhere in space near the legs, we also have ridiculously large and heavy plates hanging down there that would make movement extraordinarily cumbersome and fatiguing, and we have sharp edges and spikes sticking out that would slash the wrists of anyone actually using them.
In the case of butt flaps, they're "only" weirdly dangling around while running, which is an animation issue. Being often simply a stripe of cloth hanging down, they may not be very useful except for wiping your behind, though.

Perfect example of dumb design is that fang lair chest style with the wait boxes on each hip. Like wtf am in apparently carrying in there? Worst. And I literally don’t wear the style because of it.
Well. I care about this less than other things but I like the idea of making some of the ugly armor better-looking and also just simply having more options. So, giving us the ability to hide the flaps would be best, and I wouldn't want to see re-designs since some sets have been in the game so long and probably not everyone dislikes them.
An ESO-ish solution would be to create style pages for some of these pieces. Not as clean and flexible as a toggle, but something we are more likely to get, I'd say.
