It's the balance between the two. I mean if you want to debate then who are most of sets designed for in game? Even the pve arena sets went mostly in PvP direction.
Only a few sets are ever used for pve at any point in time anyways. Think about what the magicka and stamina metas are now and what they were before siroria and relequen came out. Everybody was running the same stuff more or less.
Your argument works the other way too, PvP'ers HAVE to run PvE to get gear sets for their builds. Stam pve has to run cyrodiil for a couple of hours for vigor, but that's about it. Everything else(spell strat etc) they can buy in the vendors without setting a foot in there.
It should be that way, if you don't want to PvP, you shouldn't have to and vice versa.
Part of that issue happened with proc set changes in pve. Now we just build for raw stats which makes many sets useless. So yeah balance shifted in favor of PvP.
We have issues with many skills even ultimates being only useful in PvP, ex negate.
Half the players are disgusted with PvP atlmer change. Bosmers are a mixed bag of shealth and penetration hatred.
Also for record really doesn't effect me in my gameplay. I just don't like the lack of harmony or consientency in things happening and that have happened.

Okay , so what about the passives and skillines that are only useful in pve? What about the skills and gear that’s only useful in pve? There’s things that favor pvp and there’s things that favor pve. You can’t sit here and act like a few passives suddenly eclipses everything the devs do for pve and will continue to do for pve. Compare pve content to pvp content over the years without being bias and tell me how the two lineup. Quite frankly, you guys are ungrateful.
LOL. PvP only constitutes a tiny fraction of this increadibly large game, has not received any overhauls since launch (cyrodiil) and has not received any love for years. At the same time there is hundreds of dungoens, raids, thousands of quests, thieves guild, dark brotherhood, housing. Are you for real? If you talk about class development, it simply doesn't make sense to balance them around PvE because it is way easier to just rebalance NPCs (that won't qq on forums).

Maybe you are new to the game, but when this game first started, there was no CP and no zone scaling. That percentage damage bonus was really important back then. Some elite mobs were extremely difficult to solo. That is the environment where that passive was introduced.
New players get considerable help from zone scaling now, but they still have no CP to help them. ALSO the replacement, stealth detect, is absolutely worthless in PvE.
So we went from something that was useful in both PvE AND PvP, to something that is useful in PvP and can be safely skipped in PvE. This is NOT an improvement.
EDIT: One last thing, most bosmer players were NOT arguing to keep the 10% buff. They just wanted to keep stealth.

No? 95% of the attention goes to PvE in this game. It should be 50-50 and before people say "oh but it's a game revolving around PvE!!!111", no this game was heavily advertised for it's PvP before and at launch by ZOS and the majority of Youtubers. It was pretty much the selling point of the game at launch.
A single map with the same game modes we've had since the introduction of Battlegrounds, except the map has slightly different layouts depending on the game mode.
Compared to two entirely new dungeons with unique mechanics, one of which is like nothing this game has seen before (the mouse thing), with their own sets and all.
