It depends on your starting crit chance / crit modifier values.
Assuming you have a 90% crit damage modifier (before the new Khajiit passive), the breakeven point is about 64% crit. Below that, the old passive was better. Above that, the new one is better.
I would guess that this is a slight buff for most Khajiit stam DPS (who have higher crit due to daggers) and a slight nerf for most Kahjiit magicka DPS.

Dual daggers are already better than dagger/axe most of the time on Live, which will be even more true with the coming changes to Twin Blade and Blunt bleed damage.
And also, have no idea how this is a "nerf to build diversity" when you aren't required to be a Khajiit. Run an Orc or a Redguard or a Bosmer or a Dunmer and stick with dagger/axe if you want.
This is a conditional buff/nerf, depending on one's critical chance. The higher you are specced into crit chance, the more of a buff it is. On lower crit builds, however, it is a nerf.
I ran the numbers on a theoretical nightblade (with +10% crit damage already) char with 30 pts into precise strikes in the cp tree. The point at which this starts becoming a buff on that character is at ~61.4% crit chance.
It gives khajiit a better chance of not having a wasted passive in pvp.

Probably not. AY is already a crit focused set. Dual daggers will now be mandatory whereas before you could run a sword/dagger combo and still match other races, now you can’t. Relequin can’t crit and there is simply no matching the single target dps boost it gives. Maybe if you drop Lover and Relequin for Thief and TFS (with its own crit strike bonuses and a lot of pen), but even then I doubt it could keep up with the current meta.
