As far as the hyper threading(HT) goes that has been an issue for some time and there are some games that suffer when it is enabled. That's why you see game review sites use I5's in stead of I7's in the systems.

A thing i discovered, lowering the settings makes no difference to the usage, but frame rates increase. I am emulating 1440p resolution right now though, frame rates are exactly the same but usage has gone up. Weird.

And shadow play can take about 10% of resources, I know as I read up on it as I have the 780Ti with an i5 4670k and msi z87-gd65 gaming mobo.
I use Action! by Mirillis to record (and record in 1080p) and I run everything at Highest setting (high/ultra) with no problems, no stutter, no tearing, no lag even while recording.
If you have a gtx780 and are having problems then it must be on your side as in beta I was running a four year old system with an i5 750 and a gtx 285 and had no problems. The only thing I couldn't run was occlusions. Had to turn that off but the rest was hight/ultra.
I won't insult your intelligence by asking the usual things like are you running latest drivers ect and do you let gefore experience set the setting but take a look at your system, see what is running etc.
Edit . . . unles you really meant the Titan and the 780ti . .
