This is the issue. I ran Perfmon on the game over several sessions last week. The game spawns 30-32 threads which are of course evenly distributed across cores BUT there is one key thread - Thread0 - which does most of the work. There is a secondary thread - Thread7 - which does about 30% of the work and oftens waits for Thread0; Thread0 often waits for user input (it must run the main interface).

So, whatever core Thread0 ends up on gets saturated whilst the others do not a lot.

I imagine this game was optimised for dual core systems, with the devs imagining Thread0 would saturate say core0 and Thread7 and the other 32 ending up being mainly scheduled on Core1.

It seems the interdependencies within the threads do not allow for more load-balanced operation on quadcore and upwards CPU.

AMD CPUs will suffer more than Intel in this scenario due to their psuedo multicore model. An AMD 'core' shares a lot of nearline resource with another core in each module and apps that are either single-threaded or run in a similar fashion, can suffer resource contention within a module. It is an option to disable one core per module in such an AMD scenario as a test, this has improved similar games, such as Rift.

Also, if on Win7, be sure to install the Scheduler hotfix for Bulldozer\Piledriver. In Win8.x this is natively supported and tries to alleviate the scheduling issues brought about by AMD architecture.

One thing I want to point out, is the game does nothing untoward. The eso.exe process and all threads it spawns, are set at the correct base priority and their priority rises as per standard when it's the foreground task. The game is running correctly, it's just perhaps been developed with older architectures (dual core) in mind.

Personally i noticed no performance or usage difference with HT on and OFF. So i doubt CPU is the culprit here. As i said sometimes the game will decide to use 80% GPU and my FPS will be acceptable, until the next loading screen and drops back down to being mostly 50% with terrible fps.

Hyperthreading would make no odds to a modern game, either way IMO.

This. Since the 1.3 patch dropped, I have been having huge frame rate issues.

Prior to the patch, I would average in the low 30s. Now (having downscaled my graphics settings considerably) I run in the low 50s, then drop to around as low as 9 fps for a minute or two, and then repeat the loop. This happens even in low traffic areas, say picking flowers in the middle of the forest with nary a wolf in sight.

I'm a laptop gamer, so my specs aren't fantastic; however I had no issues with frame rate or running the game at all...until the latest hellpatch.

On ultra, cannot get 60FPS, cannot set the game in actual fullscreen, GPU does not clock up fully and game does not use the GPU enough, frame rates hovering in the 30-45 region, why even have vsync as an option. This isn't acceptable for a 2014 game, if anyone knows of any magical fix to make the game use my full GPU power or set into actual fullscreen let me know.

Have you turned on NVDIA GForce expericne and optimized your settings for this game? I know I have and run FPS around 80-95 with it dropping down into the 50-60 range during some of the bigger pvp siege fights which is quite acceptable.

Magical fix: get a gfx card up to the job?

Simply because your GPU isn't maxed out doesn't mean it's up to the job, I have 60FPS on everything maxed just fine in 2014 on mine.

Please tell me your joking? He has an 8 core Intel i7-3770K and a Nvidia GTX 780....the only Nvidia cards better then his is the 780Ti and the Titan...

The GTX 780 is one of the 3 Top Nvidia high end enthusiast cards and the GPU alone runs anywhere between 500-650 dollars just for the GPU, and your saying he needs to upgrade? for this game? "SMH" unreal.

His FPS issues are rooted in non-optimal optimization of the game engine. However, I don't want this or mean this to be a shot at the devs...in PC gaming there are literally thousands of different cpu/gpu/board combinations...the fact we are able to get what we got now with such a vareity is pretty amazing.

I do think future patches will address these issues as time goes on

OP you don't need to update your GP or CPU, your rig is overkill for the requirments for this game...just wait for the patches and driver updates over the next month or two that will iron out these optimization issues.

I am getting so annoyed, i have around 30~60 fps it spikes inbetween all the time.
    And also allot of freezing.

Temps are not the problem what so ever.

    I am running with :

    ESO Standard medium options.
    AMD Quatcore 4.6Ghz.
    8GB DDR-3 1600Mhz.
    GTX 760 2GB.
    Windows 7

    And still poor fps.

Also i have noticed that this game only uses 30% of my cpu and there is still 40% not used.
And my graphic card isnt even close to what it should be running on.

Now i know there is nothing wrong with my pc, as i am running BF4 with everything high and some things on ultra and i have always 56~60 fps there.

I am getting kinda sick of these freezes.

To the OP, the 780 has a power saving mode that will downclock the card. You can override that setting in the Nvidia control panel, Manage 3D Settings, Global, change Power Management Mode to Prefer Maximum Performance, save and reboot. Your card should now run all the time at the max clock speed. Be warned however that this can cause heat issues. Use at your own risk. To cut the heat down, you can also enable Vertical Sync to Adaptive half rate.

I'm glad Intel / Nvidia users are having this issue as well.
I too am having this issue, averaging 25 FPS , 30 FPS if I'm lucky.
    R9290OC stays @ 30% utilization with the core clock @ 700MHz.
I'm sure the core clock would run @ 1160 if the utilization was 100%.
I overclocked the card thinking maybe the card was just not up to par, didn't help.
    Overclock:
    Base: GPU 1000MHz / Mem 5040MHz
    User: GPU 1160MHz / Mem 5400 MHz

    AMD FX-8350 @ Stock Speeds (4GHz)
    ASUS Crosshair V Formula-Z
    CORSAIR Dominator Platinum 8GB DDR3 2400
    ASUS DirectCU II OC R9290-DC2OC

I found reference to a Microsoft Hotfix regarding Windows power management.
I googled the hotfix, found a link taking me to an ASUS ROG post with the following links.
I'm now hitting 60+ FPS out in the world and 40+ in a city (Riften for example)
GPU is now @ 100% and the GPU core is running at 1152!
I hope this helps everyone else out!!!!!!!!

My CPU runs at 25-30% load on all of the 8 cores

My computer is CPU bottlenecked I know that much. SO the fps gain should stop when my CPU is fully under load.

I should be able to get roughly 80 fps where I was testing. But I only get 40-50

And yes performance mode on Esohead off (not up to date anyways)

Got 2 Monitors. Tried to force FPS to 100 with EVGA Precision X... no luck.

Stupid engine, poorly optimized. I guess its easier to port a crap engine to consoles rather than get a fast beatyful game.

    edit:

I just measured all stuff in a quest instance where I noticed my FPS went up to 90-100

Infact only 1 of my 8 cores was fully used. When I switched the heavy used core for eso off the framerate stayed the same.

So Im 100% sure now that Eso has little to no multi core optimization, maybe not even dual core.

Sad thing that is. Gonna submit a bug about that. In times of 64 bit systems touchscreens and smartphones more powerful than a year 2010 computer 4k screens this simply is a bug for me. Period.

In an MMO anything over 30 fps is pointless. It really isnt going to make much of a difference, and my experience in other MMO's is going down to 15 or 20 can be perfectly playable.

Worry about how well your screen is updating and if your getting tearing or anything not some arbitrary number.

Your Vram and CPU are going to be the biggest factors. How much ram does the vid card have?

Playing at 1440 with AA on is going to take a very big hit to your performance.

Sometimes disabling AA in game and forcing it with the NV control panel gets you better performance.

    I am quite serious.

I have played many MMO's other then as an epeen FPS is not really important. In an FPS-shooter or other types games yes the FPS can be extremely important in affecting your response time, even there over 60 doesnt really do much for you.

Everything we do is server based. Your ping is going to affect your ability to move and respond to anything much more then your FPS.

30 fps is TV quality and speed. Anything over that and your not going to see the difference. I know there is a whole lot of people who think being at 60 or 100 or more is somehow going to make the game work better. It isnt.

Try cranking up the AA and AF in the control panel till you get down to 30 and check for yourself if you dont believe me.

At 30 fps on this system I can sit and spin my characters in circles, at 5760*1080 and I get no perceptible lag, delay, or tearing. The game engine keeps the image on my screen going as fast as I have ever tried to make it go.

There is a serious problem with the ESO engine, anyone with a CPU/GPU live monitor will see this ingame. I also have a thread going on this. Neither the CPU (not even 1 core) or the GPU is fully used, and once there is a big battle, the game engine collapses, and GPU usage goes down to about 30% and FPS drops to about 10. And no, the CPU is not maxed either, not even 1 core.

Does NOT matter how fast hardware you have, same thing happens, use a CPU/GPU monitor software real time as you play (on second monitor or keyboard LCD display) and you will see.

Just stop with the normal talk about CPU / GPU limitaition, its NOT the issue in this game. There is a major flaw in the engine, and Zenimax need to fix it. Players are wasting hundreds of dollars of hardware that the game does not use.

if anyone can help me that would be great. We bought 2 new systems, identical. AMD FX-9590 8-core at 4.72 GHz. 16 Gigs RAM AMD R290 Video w/ 4gigs vram. Every day both computers crash at least 1 time, and by crash I mean the entire computer locks up - nothing works, and we have to hit reset or hold down the power button. Usually this happens 2-3x a day while playing ESO. At least 1 time a day we get where just the game locks up and we get that box asking us what we were doing when it crashed. Please does anyone have any ideas? Someone told me something about making the game use more cores or something? Hell IDK but I am just so disappointed - bought these systems for this game, and my old one crashes less than these.
