I agree with the op. This is a very intelligent change that is just going to take a while to sink in how good it is. It will make Altmer hands down the best pvp race by far. They will be able to block, roll, and sprint much much more than they are able to now.

They will get one additional dodge roll every 30 seconds now...

I'm sure that will make them the top PvP race.

Like I said there's a reason argonians are the best magicka race for PvP right now and that is because they can sustain both magicka and stamina by drinking potions.
High Elves will get 5k stamina every 48 seconds
and argonians will get 4k stamina every 48 seconds because of potions.
So that makes High Elves the best PvP race next patch for stamina sustain

That’s just silly because Arognians would also get that sane recovery in Magicka which high elf’s would get none in your example.

Yeah the problem isn't magicka sustain every good pvper can sustain their magicka pool because we can recover that through various ways which every class has (Rune Prison,Siphoning attacks,Dark exchange,Netch,DKS ult and heavy attacks if needed, we also have various sets to help us do that like lich) The problem is not being able to recover stamina properly which passives like this and the argonians help

This passive will always recover stamina if you are a magicka build because your health should be at least 25k in Cyrodiil and around 17k for pve.
If you use blue food your stamina should be around 12k or 14k so yeah this passive will help.

Magicka sustain is quite important. I'm not getting any additional benefit out of Spellcharge - both mag and stam regen need to be gained from somewhere. I get a mag sustain racial, I put on a stam reg glyph. I get a stam sustain racial, I put on a mag regen glyph. No numerical advantage is gained here.
HOWEVER I can satisfy my stamina needs with Shacklebreaker just fine. With a stam racial, it'll be overkill. A waste. So I will have to swap out Shackle. Okay, but that also costs me the increased stam pool, which is also important. So I need tristat glyphs. But I can't use the health, I'm already at shield cap. However, due to the loss of max mag to tristat glyphs, I'm actually gonna fall under the cap.
Recap: I gain no numerical advantage. I actually lose stats as the secondary resource can be covered for free by the very advantageous hybrid sets. And to top it off, the delicate balance between max mag, max hp, shields and Bastion shatters. Yeah, no. *** this ***, I'm out.

If a sustain passive makes or breaks a character, can you explain how I've been playing a Dunmer mDK for years now? The race gets no magicka sustain passive but somehow I never run out of resources. It's quite the conundrum.

Dunmer has the highest DPS on live. That makes up for the lack of sustain.

Altmer (and Dunmer) currently have the lowest DPS and sustain on the PTS. This is what makes them useless for endgame. They are the worst in both categories.

You can't possibly be telling us that a Nord/Imperial mage will outdo an Altmer or Dunmer for MagDPS.

You should be using blue food regardless in PvE. You don't need to worry about stam at all since that isn't how magicka DDs mitigate damage (we use shields). And the extra ~200 stamina recovery from this won't result in any noticeable improvements to stamina sustain anyway since our base recovery in that resource is so low.

And in PvP they will be better than Bretons with this "buff"? LOL

The folks "celebrating" this change are acting like magicka sustain isn't important in PvP.

Magica sustain is just a lot easier to get on food and gear for magica builds. off resource sustain always required compromise for magica builds except for shacklebreaker (which is suboptimal since murkmire mostly).

But that's completely irrelevant as it should already be clear to you that I don't do PvE. So tell me how am I able to sustain forever in the only part of the game that matters, PvP. How does having 7% more flame damage prevent me from running out of magicka when the fight lasts multiple minutes anyway?

Not a fan of the change. Going to play my newly created Breton next patch. Flat base recovery gain is great when you have % modifiers to boost it. But Altmer no longer has that. Argonian’s Resourceful passive isn’t so good because it grants a mathematical flat value. It is so good because it gives the resources as a burst when you actually need them. Spellcharge will never make a difference in a fight unless that one takes more than a minute. So, not many fights. I don’t care how good the flat value is if you have to accumulate over a long time just to use it properly.

To me, Breton will be the new go to race for mag chars, especially in noCP.

I respectfully disagree with OP. While it may be a nice to have, stam regen on a mag character, that does not mean it is a good thing overall. I think the opinion of the OP is more they think this is a good thing.

I say that coming from someone who started this game on day one when magicka builds could dodge roll often because the cost was so low. As someone has played a NB since the first year of this game and enjoyed siphoning attacks when it returned both mag and stam. But somehow we manage to clear the toughest content in PvE and somehow manage to deal with PvP without this stam regen.

I think the issue with this weeks change is Zos turned a passive that helped us sustain our damage into one that is just a utility. How many races have utility passives? When you really need that stamina due to dodge rolls how many class abilities are you casting? Heck, the every so slightly less damage from Dunmer, but larger stamina pool might be more reliable.

Edit: BTW, Dumner has more of both stats to help with hybrid builds. High Elf is not a hybrid race.

I really hope Zenimax does not cater to PvE players anymore and just balances the game all around PvP

If that was the case than Sorcerers would be neutered hard <-- Not a QQ statement but the class is very potent in pvp with many skills that have a double-dip benefit attached.

The high elf racial change makes no sense.

Magicka classes needed a way to regen stamina in PvP for a long time now since in many situations shields will not save you alone and you have to roll dodge or block in order to survive but the thing is that magicka classes in pvp have at most 17k stamina and that goes out fast if you are focused a lot. This change will help PvP players a lot and for all the PvE players crying that this is gonna "gut" the sustain in PvE don't you already have like 5 different ways to regain your resources in PvE? Shards, Regen food, Healers orbs, Healer sets specifically to buff regen and its not like the bosses roll dodge or block so you can even heavy attack to regain resources. Not to mention that every class has a skill to help you sustain your resources better (Siphoning strikes, Dark exchange, Rune focus, Warden Netch)
I really hope Zenimax does not cater to PvE players anymore and just balances the game all around PvP

I also like this change for PvP perspective. But the sustain buffs from healer are not going to be enough if you remove all regen/cost reduction passives. While Altmer is now equal (ly bad) mage to Dunmer, Khajiit and Breton has surpassed them in PvE which is bad for racial diversity. Dunmer burn immunity is also big attraction for PvP players. Instead Altmer needs to have some sustain (but less than Breton), while Dunmer is still looking for that unique thing that makes it shine.

Useless is a strong word. Just because they could be a few numbers behind some other races in dps that doesn't make them useless. For me useless in PvE is someone who constantly dies and doesn't follow the mechanics and that is not race related.

This, and not that of the number-crunching community, is the kind of mentality that will keep this game alive.

So just to clarify and make sense of this, I had planned to make an Altmer off meta tank with the previous racial changes as getting stamina back on a build with points put into 20 mag and 44 stam would have guaranteed that. Seemed like a good balance change that opened up altmer to actually doing something more than being mages. So how does getting magicka back help me tank? Stam regen is awesome because of all the blocking and bashing. Magicka would only give me faster utility, but stamina is always the stat that dies faster when tanking and would have been preferable. My brain hurts. Literally. This is coming from someone who is trying to see alternative roles with the new racial system.

Uhm ehm, higher magicka gen helps with your stamina sustain. Faster magicka regen = more frequent helping hands proc.

More stam regen in pvp means more dark conversions for sorc, which means more sustain, more roll dodges, more blocking for dk and templar, more break frees, therefore a easier time with ccs, a lesser need for shacklebreaker/lich and more opportunities to wear spinners, spell strat, etc
