Beg your pardon, but I highly doubt that players who create non-sheep builds or characters do it to "purposefully hurt themselves" and whether or not such players are a "small minority" is both unknown and irrelevant. I get what you are saying, but this was a very poor way to say it. Besides, the flipside is that "game balance" shouldn't be designed around PvP either. For better or worse, that's often how it ends up being in this game, though. :/

It's a start, but I doubt it would have any real impact.

A cost increase based on everything this skill offers seems to make the most sense.

Or dialing back some of its capabilities.

Curveball, what if it kept the aoe snare but only stunned targets within a small radius of its bullseye?

Radius reduction would be nice either way.

It actually rarely ever gets balanced around pvp and other classes should have access to a skill that can act like talons for pve tanking but it cant be time stop it's to much of a cancerous skill in pvp maybe use a ice staff with frost wall snare them all in it

Time Stop is expensive to cast, one of the morphs is a cast time, and you can dodge roll out of it easily if you spend one iota of energy to spec some kind of stamina into your build. Stop crying that you keep getting stuck in Time Stop and put a freaking stam recovery enchant on your jewelry.

It isn't expensive to cast at all. It's the same cost of fear (3.7k magicka) while doing much more than fear can do.
The skill is too dense in effects for it's cost. Need's to be rebalanced so it is either much more expensive than it is or does not do as much as it does.

No, it is expensive and it does not do "much more than fear". In fact, you can completely avoid a Time Stop if you have a good reaction time. On top of that, if you're on cc cooldown and it hits you it's basically just a short duration snare. I don't have any issues with that skill on any class tbh.

I don't know what you call this mechanic, but I'm sick of standing in the marked AOE, I dodge roll out of it, and when the bubble forms, I freeze mid-roll outside of the bubble. So annoying. I thought the formation of the AOE circle was the hint to GTFO???????

This ability definitely contributes to the overall degradation of pvp. At a glance it seems like an ability that would help fight zergs, but as is the case with most abilities in eso it is utilized by zergs to crush smaller groups. There is always one person in these zergs spamming the skill despite the fact that everyone is already CC immune.

So, a skill you don't like because you can't properly roll dodge out of or avoid in advance, should be nerfed?
(nevermind the fact that the whole skill line had to be bought with real money as part of an expansion, and has an excruciatingly long and boring questline)

This isn't a niche tanking ability in PVE. Certainly, it is the only AOE CC available to PVE Templar and Nightblade tanks, but it's got utility for DKs, Wardens, and Sorcs as well, since the AOE is way bigger than their class root abilities, and it will root a lot more targets than their class abilities can. Not to mention it works on targets that are not on the ground (like bats, wisps, and harpies), which AFAIK none of the class skills can do.

But even with those things, it doesn't over-perform in PVE, because you can't just mindlessly spam it at the sight of a red health bar -- position it badly/at the wrong time and you've now got CC-immune ranged mobs that you can't pull in, and the trash fight takes way longer than it needs to.

In PVP, though, it's absolutely over-performing and needs to be looked at. I think adding a cooldown where the cost increases if you cast it too soon after your previous cast, like what was done with Streak and roll-dodge, would be a good compromise. I wouldn't argue against an overall cost increase, either. A massive AOE that snares AND stuns should not be spammable.

The rationale that something purchased with real cash should be allowed to overperform is a horrible model to follow for any game designer. It is something that Zenimax has done a good job in avoiding for the most part and a reason why many games fail.

Onto the matter of why I (and I am obviously not alone in this) dislike the skill. There is no counter to the skill. With the removal of expedition and the decrease in snare immunity up time the only counter to the skill (mobility) was removed from the game.

If the skill had a counter, I would be fine in believing that it was balanced, however that is not the reality. The moment you move out of one time stop, if you even manage to in time, another one is already being placed or was preemptively placed in your destination.

    :D

Beat me to it! Though honestly, I don't think roll works as it shows visually on screen. Apparently you are in the same position as you were before you rolled until the animation finishes. So basically you are standing still in the same position with a dodge window and then teleport to the new position after the animation is finished.

When you think about it that way, if you see someone roll then its possible to drop an AoE like DB/Icy Rage and stop them mid-roll in their old position. I've tested and done it before, and I think I also posted about it a good while ago (though not in the bugs section). I honestly think this should be changed and looked at by the dev team, and/or they change the player position when the animation starts, but it seems not many players have noticed it enough to exploit it and cause massive complaints. To protect against the bug, I recommend taking advantage of invis pots short i-frame and then rolling. Invis pot, not cloak

Though how invisibility itself may be bugged in a way that makes that possible...

I think the cost increase is a good start but it won’t be enough. If people want this skill for PvE that’s fine, I say keep the cost as is (maybe slightly increased) but remove the snare so that you can get out of it without dodge rolling. There are so many other snares easily available it should require a coordination of say caltrops/permafrost and time stop if you want that effect. As others have said you also freeze outside the bubble, so right now it’s OP and it can be too easily cast multiple times essentially covering the bottom floor of a keep.

Yes, skills you cannot counter should be nerfed.
