Ice Conjuror has non-reflectable going for it I suppose, but a giant tooltip is kinda meaningless when it misses an immobile target. Yes the above sets are that inaccurate due to how that spawn in and fire off.
I'm glad there is more Frost DPS options at least, but it really hurts me to have a set called Icy Conjuror and NOT have it be the magicka equivalent to Morkuldin:(5 items) When you deal damage with a Light or Heavy attack, you have a 10% chance to summon an animated weapon to attack your enemies for 15 seconds. The animated weapon's basic attack deals 4551 Physical Damage
We're still don't have a 5pc Magicka pet/summon by the way ZOS, it's been years now. This could've been the one, just had to the Wraith pet deal Frost damage and have a %chance to apply Chilled.

As far as I know even after improvements it can be pretty easily avoided/outran until it just flat out expires, is the Wraith anything like that?

I am not really convinced by this set. Remember Zaan? We all thought that it will be total PvP killer. And the truth is that we rarely see someone wearing Zaan in Battlegrounds, and if we do it's not causing much trouble.

I mean flame blossom certainly is out performed by the set in terms of raw single target damage but I've had success using it. It fairly accurately fires at the player you proceed it on and hits them if they are not watching for it. Even if it doesn't hit that player it will hit the chumps next to/behind them. Lets see what happens if this goes live. Its like Zos said "Okay you want ICE DPS well here it is!"

I don't think you know how this set works. Flame Blossom procs the way YOUR character is facing at the moment of proc, it does not proc in the direction of any hostile player or mob. And if you happen to get knocked back, even a little, it procs out of your rear end instead of out the front. Sure, if you're smack in the middle of a zerg you will hit something, but procing it against a single player or 2 is next to impossible, especially if you're facing bunny hoppers.
Sorry to say but you are dead wrong. this set is next to impossible to use even against mobs, let alone players, unless they just stand in front of you like a zombie.
This set homes in like a seeking missile, and has a much larger tooltip and a controlled proc. This set is a hundred times better than flame blossom.

I keep trying to point out simple things to people like this but they never listen, 30k tooltip on a dot set means it’s going to do around 2k damage per tick on a 10+ second cooldown
Class reps are just like our politicians. They promise mountains made of gold for us, but in the end, whenever they can they try to push their own agenda.
@Glory Seems great and well balanced to me. No further changes or adjustment required. Going to work great with winterborn and Blackrose Ice Destro on my Warden.
EDIT: I am sure you will be able to easily avoid the proc while Ice Wall and Permafrost is firing off at the same time.

3 proc sets,leap hitting for less than skoria but still completely destroyed the opponent using 1 dot 1 cc 1 damage skill.
If you defend proc sets you’re an hypocrite, probably wearing 2/3 of them and forgot how to play this game.
