So I put in a ticket to ZOS support. They were VERY helpful. By then I'd bought the "normal" version of the game on sale. Support helped me sort out how to open the correct ports etc. so I could log in through the regular client, bypassing steam entirely.
I - have zero use for steam. I will never mess with them again - if a game I think I'd like to play requires steam.... well, too bad. I just won't play it. steam can DIAF.

Just so you know, it isnt steam that is the problem. ZOS is just horrible at coding. I have been using steam for a decade and have dozens of games on it including about a half dozen MMOs and i have never had an issue with any game through steam...until i started playing this one. And to this day, this is the only game i have issues with on steam.
ZOS just needs to quit slopping through everything. Every DLC is worse than the last when it comes to bugs.

I bought the game through Steam and I have no problems launching the game without Steam even open. Is this because I bought the game in 2015 before they implemented whatever changes they did in late-2016?
I bought the game on steam and play through the client myself, you can do that without a problem. Just start the game from the folder.

I don't think it is ZOS preventing people from using the regular launcher, it is the contract with Steam that is preventing it.
Luckily I bought it via Steam at the end of 2015, so I never ever fire Steam to play ESO. It still bothers me the files are in the steamapp folder... I wish I could just ditch that, without re-buying the whole game again.

You have an account name and a password, yes. But they just don't work in the launcher without steam. (And I did try that) So it's kind of correct.Your user name in the game is your account name, it is required to have one to play on any version. Just so YOU know - I've had issues with steam from the word go with every game. I have ZERO issues with ZOS and this game since I cut steam out of the mix.
This game works just fine for me. The issues I have are strictly related to satellite for connection.
