Probably it is your countries laws and not ZoS. For instance it looks like for the type of promotion ZoS is running for it to be allowed in Australia they would have to apply for a permit and actually hold the drawing in Australia. I might have read it wrong but that is what it seemed to me.

Other countries have other rules and hoops to jump through that ZoS has determined is to restrictive for whatever reason.
and then the parrot said, "must be the water mines green too."

We are such a small part of the ESO community they simply don't care, or its just too much trouble with laws here and said small player base compared to other markets.

There are several states in the U.S. that cant participate either because of state lottery/gambling laws.

I live in one of those. Its the laws of the state, province, country that are the issue, not ZoS policy.
ZoS will not break the laws of certain states, provinces and countries. They would get lawsuits left and right if they did that.

Just count the countries that are allowed to participate and you will see that most of the world is excluded.

For example I live in Europe - there are 7 countries out of 51 allowed to participate :( (mine is not included of course).

I would really appreciate an event, where everybody can participate.

In some countries such sweepstakes need some sort of admission or concession first.

In most of them it's tied to or basically just the tax law. In my country it's the tax law that prevents me from taking part.

Still stand by "why do a competition that only a fraction of the community can actually join".
Why not look into something that 'everyone' can actually join?

Maybe the same reason why maintenance is always right in the middle of our peak time for both servers.

I also live in country which is ignored in all giveaways from this game :/ This is such absurd policy, that if somebody doesn't live in "suitable" country, they can't even win simple things like crown store items and crowns :o

For example, I was shocked by one old thread. It was so unfair to the player that I will never forget it. There was a player who couldn't claim his winner's prize (mount and 11 000 crowns) just because he lived in "wrong" country. No real money, nothing to be physically send to him - just some fictional items for account in video game...

I can't even imagine how sad the player was :/
