It's a zerg-tato set. You just insanely spam light attack dmg out in any random direction, and when one of the 100 players near you kills something, you replenish your ult so you can keep spamming Eye of the Storm.

It's fun set and situational, majority of difficult bosses spawn only handful of mobs or none at all, so it helps for farming, for fast dealing with trash, but useless in real challenge.
