Shouldn't we just be allowed into the veteran rank content without needing to wait for a bug fix? I've run into several bugged side quests, but I told myself I didn't NEED to do them. This on the other hand is something that has completely stopped my character progression for more than 24 hours now.

Exactly. This is a high priority issue that is completely stonewalling the entire game for a number of people.
Is it really not possible for a GM to just advance quest <quest_id> to stage <quest_stage>?
This seems like basic GM functionality?

The NPC will not talk to you

Relogging
Dropping the quest (and having a friend share it with you again)
Does not fix the issue.
Please note if you do drop the quest, she will have a quest marker over her head to give you the quest but you still cant talk to her to get it.
