Banished Cell quest bugged

For the last 3 days i have been trying to do the dungeon "Banished Cells"
I can start the quest but when we kill the first "boss" nothing happens and the npc stays trapped.
When trying to continue the dungeon we can kill the rest of the "bosses" but we cannot complete a single step of the quest and so it is impossible to complete the dungeon because we cannot activate the end-boss.

Jandrea✭I tried this four times today. The NPC just stands there at the start, and never walks down to free the prisoner once we kill everything.0
